synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). LINE ITEM NO: 1

NUMBER 179MA300D OR EQUAL MEETING THE SPECIFICATIONS BELOW. PLATINUM
RESISTANCE TEMPERATURE DETECTOR SPECIFICATIONS Rosemount 179MA or Equal
GENERAL Must be capable of operating in gaseous or liquid Hydrogen,
Oxygen, Nitrogen or air environments with a temperature range of +/-
260 degrees Centigrade. Vender must supply a complete list of materials
used for construction of RTD. Sensing element must be of "Strain Free
Design". DIMENSIONS There are two probe immersion lengths needed, 2
inch and 3 inch. Immersion stem must be 2 +/-0.05" or 3 +/-0.05" in
length and have 0.250" +0.002, -- 0.000 sheath diameter, uniform over
entire sheath length. AT NO PLACE ON THE PROBE SHAFT SHALL THE DIAMETER
EXCEED 0.025 +/-0.002 INCHES. Sensing element must be Platinum element
wire and 0.80" max sensitive length. Must be of rugged construction.
Hex Nut shall have 0.75" minimum diameter. CALIBRATION Each sensor will
be calibrated at 0 deg. C., -195.87 deg. C., -182.97 deg. C., 100 deg.
C., and 260 deg. C. Accurate to 0.016 deg. C. and must be traceable to
the NIST. INSULATION RESISTANCE At room temperature, with dry external
surfaces, each sensor will be given an insulation resistance test. The
insulation resistance between any pin and the sensor housing shall
exceed 100M ohms with 100 volts D.C. applied. PRESSURE Each sensor must
withstand a working pressure of 10000 psig using Helium gas as the
pressurizing medium. Each sensor must have a redundant seal such that
failure of the primary seal does not result in liquid oxygen escaping
through the electrical connector. The redundant seal must be located so
that it would be intact if the stem of the probe were to break off.
REPEATABILITY The sensor resistance must repeat at any point over the
range within 0.03% of the temperature range over which the unitis
cycled or to 0.10 deg.C., whichever is greater. CURRENT OVERLOAD A
continuous applied current of 20 milliamperes shall not damage the
sensor. TIME CONSTANT The time required for a 63.2% response of the
sensor to a step change in temperature from room temperature air to
#200 Dow Corning 1.5 CTSK oil flowing transverse to the sensor at 3 fps
and at 76 +/- 4 deg. C. to be less than 0.75 seconds. SELF HEATING The
sensor must be capable of dissipating an I2R power of 150 milliwatts
with a temperature rise of less than 1.0 deg. C. when submerged in room
temperature #200 Dow Corning 1.5 CTSK oil flowing transverse to the
sensor at 3 fps. VIBRATION For immersion lengths of 3 inches or less,
the RTD design must meet the vibration requirements of Mil-STD-810B,
method 514.1 procedure V, levels U and AP. MECHANICAL SHOCK For
immersion lengths of 3 inches or less, the RTD design must meet the
shock requirements of Mil-STD-810B, method 515.1, procedure IV. This
test specifies the following shocks be applied in each direction along
each of three perpendicular axis: 1. Sawtooth pulse, 100g peak and 6
ms duration. 2. Half sine pulse, 100g peak and 6 ms duration. FLOW
Sensor shall be not be damaged with 1 inch unsupported length immersed
in water at ambient temperature flowing at a velocity of 75 feet per
second transverse to the sensor for a period of 1 hour. COMPATIBILITY
Must be capable of operating in LH2, LOX, GH2, and GOX. Stainless steel
type 304L, Natural teflon, etc. are acceptable materials. ICE POINT Ice
point resistance shall be 1380 +/-2.8 ohms. IDENTIFICATION Must have
identification(serial number and model number) stamped on the housing
hex flats and in addition the serial number model number, and
manufacturers name to be electroetched on the RTD housing. RTD MOUNTING
FITTING/THREADS Must have 7/16 -- 20 UNJF -- 3A thread, per MS 33656 --
4. ELECTRICAL CONNECTOR Must have 10 shell 6 pin per Mil-C-83723/11A.
Connections shall be as follows: Pins A and B, +signal; and Pins C and
D, -signal. MATING CONNECTOR TO BE SUPPLIED BY VENDOR. SAFETY WIRE
Safety wire holes must be drilled in hex in two places, 0.062" minimum
diameter hole size. ****Note**** Each vendor submitting an equivalent
quote to meet the attached specifications shall address each item in
the sequence specified. The vendor shall provide information adequate
to evaluate the quote without the evaluator trying to extract this
information from the standard sales literature. Sales literature,
either marked-up or unmarked as the sole submittal is not acceptable.
Only field proven units or close variations thereof will be considered
or evaluated to meet the stated specifications. The provisions and
clauses in the RFQ are those in effect through FAC 97-03. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 3823
and 500, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submita quotation which shall be considered by the agency.
Delivery to NASA/MSFC is required within 30 days ARO. Delivery shall
be FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above may be mailed or faxed to
the identified point of contact by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.23-91, NFS
1852.211-70, 1852.214-71 and 1852.215-84. Reserve paragraph(s) (d),
(e), (f),(h), & (i) in 52.212-1. If the end product(s) quoted is other
than domestic end product(s) as defined in the clause entitled "Buy
American Act -- Supplies," the quoter shall so state and shall list the
country of origin. The Representations and Certifications required by
FAR 52.2l2-3 may be obtained via the internet at URL:

FAR 52.212-5 is applicable and the following identified clauses are
incorporated by reference: 52.222-26, 52.222-35, 52.222-36, 52.222-37,
and 52.225-3. Questions regarding this acquisition must be submitted
in writing no later than March 18, 1998. Quotations are due by March
25, 1998 to the address specified above. Selection and award will be
made (on an aggregate basis) to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. Quoters must provide copies of the provision
at 52.212-3, Offeror Representation and Certifications -- Commercial
