announcement pertains to our previous 24 December 1997 posting (22
December 1997 internet posting on CBDNet), "CBD: 58 -- Theater
Multi-Sensor Data Correlation and Fusion". Summary of CBD description:
Electronic Systems Center (ESC) is seeking information about existing
theater missile defense (TMD) data correlation and fusion algorithms
and corresponding software. The overall goal of this activity is
improved situation awareness and decision-making through advanced
techniques for estimating launch points, trajectories, and engagement
opportunities. ESC will host an Industry Day on 2 April 1998 in
Building M, Room 0M-503 at the MITRE Corporation on Route 62 in
Burlington MA. In the light of responses received to date, ESC/ACP
issues the following additional information: The "reports" to be
correlated are not raw sensor measurements, but rather track reports,
estimated launch point reports, and predicted impact reports, in the
form of formatted messages. The candidate system should have the
capability of parsing messages in at least one and preferably all of
these formats: TADIL A, TADIL J, TIBS TDIMF, or OTH-GOLD. ESC will
provide computer files of time stamped messages generated by a
simulation, and a computer program (C source code package for Unix) for
metering them out at appropriate intervals (per the simulation). The
vendor will provide correlation results in the form of a similar file
of time stamped TADIL J messages." A TADIL J message encoder program
will also be provided to help generate the time stamped TADIL J message

Interested sources are asked to re-evaluate their capabilities and
provide written confirmation to the government that their proposed
capability is able to process Theater Missile Defense related reports
as described above. Submit written responses to the address shown in
this announcement by 20 March 1998. Also confirm your plans to attend
the scheduled Industry Day and indicate the number and names of
individuals who will attend. Include mailing instructions for sending
classified diskettes to your facility (classified mailing address,
