is seeking sources to participate in an OMB Circular, A-76 Cost
Comparison study for the Housing Management Flight of the 341 Civil
Engineering Squadron at Malmstrom AFB, MT. This is the initial phase of
the study to locate responsible sources to participate. The A-76 study
will determine if it is more economical to contract out the function
to a commercial activity or retain operation within government means.
At a later date, after solicitation has been prepared, responsible
sources who have indicated a willingness to participate will be sent a
solicitation to bid on the proposed work. The solicitation number
affixed to the announcement is for convenience and tracking purposes
only, at this time. Use number F24604-98-R0008 and Base Housing when
responding to this notice. Responses to this notice should include your
firm's name and address. Indicate whether your firm is a Large or Small
Business as defined within part 19 of the Federal Acquisition
Regulation; and any other information you may have that may indicate to
the government that your firm is a responsible prospective contractor.
You may submit your company catalog/brochure. At this time it has not
been determined if or how many option periods may be included. A basic
performance period of one year plus one to four option periods may be
included. Firms may respond to this notice to the address listed above

responding by FAX. Following is the narrative of the proposed services
that are within the A-76 Cost Comparison Study. The narrative may not
be all inclusive, but will provide the information for you to make a
reasonable assumption of the services that may be included. The Housing
Management Flight is currently responsible to the 341 Space Wing for
providing adequate housing for the personnel assigned to the wing and
its tenant units. The flight manages 1406 government-owned housing
units, along with a small number of mobile home lots located on base
scheduled for disposal by the year 2000. The flight maintains waiting
lists of members desiring base quarters and performs all duties
encountered during the process of assigning or terminating assignment
to quarters. The duties include, but are not limited to, counseling
customers on housing options available; stopping or starting housing
allowances; conducting initial, pre-termination and termination
inspections; and mediating and resolving customer complaints. In order
to ensure adequacy of quarters, the flight evaluates maintenance,
identifies projects for development, provides technical input during
development and execution of upgrade/maintenance projects, and
identifies resources required to maintain quarters. In addition, the
flight performs General Officer Quarters (GOQ) Cost Report validation,
develops housing requirements based on statistical data, and manages
or provides input to commander's interest programs such as hot line
complaints, commercial activities in family housing, hardship requests,
and committees/panels requiring housing input. The flight manages
off-base housing referral assistance, including maintenance of listings
of acceptable sales and rentals available in the local area; mediation
of landlord/tenant complaints; investigation of complaints of
discrimination in housing; and maintenance of liaison with local
agencies involved in the provision of off-base housing. In addition,
relocation assistance, as legislated, is provided to members departing
