The Social Security Administration (SSA) intends to negotiate Interpersonal Technology Group, Inc. (ITG) 100 Merrick Road, Rockville Centre, New York for the lease of its Information System Jobs-Skills Model Prototype (Prototype). ITG is the only developer identified by SSA who is able to provide a model which meets the Agency's minimal functional requirements for building a skills inventory system for approximately 2,600 Information/Technology (I/T) professionals in its Office of Systems. This Prototype which will be used to create the skills information is fully developed from best practices, in consonance with the new client/server cooperative-processing environment, and commercially available as of the date of this announcement. It fulfills/satisfies the following requirements: (1)covers I/T jobs in such major functional areas as application integration and support, client/server applications design and development, cooperative-processing development, customer support, database management and administration, emerging technologies, hardware infrastructure management, the Internet, LAN and network management, mainframe systems and operations, PCs and computer-related equipment, systems analysis, and systems software selection and maintenance; (2) provides a list of business, interpersonal, managerial, and in particular, the technical skills required for each of the I/T jobs in the model; (3) provides for each skill an extensive knowledge or performance-based definition of the proficiency requirements for at least 4 levels of proficiency; (4) provides a suggested list of developmental/learning resources for each of the defined skills; and (5) requires no additional software lease/purchase in order to access the information contained in the model. Any responsible firm that feels it has the capability to provide this requirement to SSA should submit their product information which clearly describes their ability to satisfy the above requirements and include the cost for their model to Monica Yankle, Contracting Officer, Social Security Administration, OAG/OITA/DIRC, 1710 Gwynn Oak Avenue, Baltimore, Maryland 21207. This is not a Request for Proposals, and the Government does not intend to pay for any information provided.
