Rothe intends to purchase the following Laser Machining System via competitive sealed bidding procedures using streamlined acquisition procedures outlined in Parts 12.6 of the FAR: ( i ) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as a Request for Quotation (RFQ). (iii) The provisions/clauses in effect through Federal Acquisition Circular Number 97-03, dated 9 Dec. 97, are incorporated in this solicitation. (iv) This acquisition is unrestricted. (v) This acquisition is for one contract line item number (CLIN) for the supply of a Laser Machining System. (vi) Description of CLIN requirements: (a) Rothe Joint Venture (RJV) will purchase for NASA-JSC one Laser Machining System consisting of an integrated laser enclosure, control system, laser, software, workbench, B&W CCTV and cross hair generator, installation, set-up and training. (b) System will be capable of 4-axis welding, holemaking, full cutting with min. spot size of .00l5 in. A9 Table shall have X/Y/Z travels of 12/6/9 in. ; 4th rotary axis with c collet; work table size 19X6 in. with 3 T-slots; feedrate 0.1-150 ipm.; resolution .00005 in.; repeatability .0002 in.; 0 backlash ball screws/all axes; servo drive system/optical encoders; lead screw accuracy of .003 over 12 in. (d) Software: Std. G&M code NC programming; simultaneous 3 axis linear and any 2 axis circular interpolation with center point or radius entry; 32 bit control CPU with 32K on board program memory; can use EMS memory on host; programmed pause, dwell, chain and repeat functions; inch/metric programming; single block and/or continuous run; subprogramming; automatichome comd.; X, Y, C, Z axis position readout on screen; 3D graphic tool path verification; help function; feedrate override. (e) Computer hardware: PC with hard & floppy drives & PC cart; high res. Color monitor, keyboard; interfaced with laser on all laser functions except laser on (f) CAD/CAM package for programming the system and incorporating geometry from other CAD programs like AutoCAD or creating geometry to perform cutting, welding, and drilling. (g) Mechanical enclosure with emergency stop feature, support for 90 degree tiltable fiber optic processing head with linear slide, and solenoid for assist gas. (h) Laser: pulsed (min. 150W) pulsed Nd:YAG; conventional beam delivery with ability to add fiber optic later; component alignment verification capability; IP 54/NEMA containment; min. spot size .0015 in.; weld, cut & drill min. 1/32 in. Titanium, nickel & chromium based steel and aluminum alloys; laser control must include selection of laser parameters, pulse energy, duration & frequency, parameter influencing, control of limit values, pulse energy indications on visual display, pulse energy continuous control, pulse ramping up/down, single pulse or select number of pulses, indication of operating conditions, external control of laser system, and fault diagnostic program; hand held operating terminal; spare parts kit; provide optional price for chiller. (I) 3 sets of operations/maintenance manuals with schematics and parts breakdowns. (j) 1 yr parts/labor warranty. (vii) Itemize the costs for the work station, laser, set-up, training & transportation to Johnson Space Center. List each above specification and indicate ``yes'' or ``no'' if your offer provides this capability. Required product delivery date is no later than 30 June 1998. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies. (ix) The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies. Source selection will be based on the proposed compliance with specifications in paragraphs vi, above, delivery date, and price.(x) Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer. (xi) Include a completed copy of Contract Terms and Conditions -- Commercial Items, contained at FAR 52.212-4. (xii) The FAR Clause at 52.212-5, applies. (xiii) Final inspection for compliance with specifications will be performed at NASA Lyndon B. Johnson Space Center by RJV. Commercial Advance Payment of 15% is authorized IAW FAR 32.202-2 within 30 days ARO. Final Payment will be made within 30 days after acceptance.
