The Naval Air Warfare Center Aircraft Division (NAWCAD) is a component of the Naval Air Systems Team (NAST) and is designated by the Naval Air Systems Command (NAVAIRSYSCOM) as the lead field activity for aviation technical training, test and evaluation during the concept exploration, demonstration and validation, and engineering and manufacturing development phases of the system acquisition. The NAWCAD is also designated as the requiring activity for weapon system and general training equipment and material during the production and deployment phases of the system acquisition. The NAVAIRSYSCOM Manpower, Personnel, and Training (MPT) System Support Division is also a component of the NAST and develops and maintains Navy Training System Plans (NTSPs), Manpower Estimate Reports (MERs), Preliminary Squadron Manpower Documents (PSQMDs), and other manpower and training system analysis reports and documentation related to the acquisition and in-service support of aviation weapons systems, equipment, and programs. These documents are developed for all life cycle phases through research and analysis of multiple operational and logistics information sources and data. In support of the NAST effort, there is a requirement for technical training and MPT analytical services in support of the refinement and application of new and/or improved procedures for the enhancement of specific aviation technical training programs for DoD active duty and selected reservists and civilian employees, Foreign Military Sales (FMS), and other Government agencies. The effort includes MPT analysis, NTSP development, manpower requirements analysis, conceptual planning services, development test services, logistic engineering services, technical training services, and FMS aircraft maintenance and flight services to support fixed wing aircraft such as the P-3, E-2/C-2, S-3, C-9, C-130, E-6, AV-8, F/A-18, F-14, A-4, A-6, A-76, T-2, T-45, T-39, T-34, and associated weaponry including derivatives, ancillary systems, subsystems, and aviation support groups. Solicitation N00421-98-R-1018 will be issued UNRESTRICTED under SIC code 8711. Due to the nature of the Government's requirement, the contractor must maintain facilities that are located within thirty-five (35) miles of the main gate on Naval Air Station, located in Patuxent River, Maryland and be located within the counties of St. Mary's, Calvert and Charles. To be considered for award, contractor must have a top secret facilities clearance and secret safeguarding capabilities. It is anticipated that an Indefinite Delivery/Indefinite Quantity type contract, with cost-plus-fixed-fee delivery orders, will be awarded for a base and four, one-year option periods. The level-of-effort will be approximately 415,000 man-hours per year. The Navy intends to release the Request for Proposal (RFP) via the Internet.
