The contract specifically addresses theoretical analysis, modeling/prototyping, experimental testing, and programmatic activities in support of advanced submarine electromagnetics. Estimated contract award is for 115,000 hours over a 60 month period. Key categories of labor include Senior Scientist IV, Senior Systems Engineer IV, Senior Design Engineer IV, and Program Analyst II. Best value award methodology will be employed with evaluation factors including Technical Capability and Cost. Technical Capability factors will include technical approach, past performance, personnel, facilities and management approach. This requirement will be solicited using a multiple award approach.
