ACQUISITION HAS BEEN RESTRICTED TO 8(A) FIRMS SERVICING THE CHICAGO
DISTRICT OFFICE WHICH HAVE A SIC CODE OF 1542 AMONG THEIR APPROVED SIC
CODES. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS.

the plans and specifications is nonrefundable. (3) This solicitation
will result in the award of three contracts to three 8(a) contractors
who provide the most advantageous, responsive and responsbile proposal
resulting in the best value to the government, price and other factors
considered. (4) It is the intention of this acquisition to procure
renovation, alteration, repair construction and design/build capability
by means of anIndefinite Quantity Solution Order Concept Contract at
Great Lakes Naval Training Center and their fifteen state area of
responsibility. The fifteen state area of responsibility includes Naval
installations in CO, IL, IN, IO, KS, KY, MN, MO, ND, NE, OH, SD, WI,
and WY. However, the majority of the work will be at Great Lakes, Il.
(5) This acquisition is for a base year of twelve months for a maximum
of $10 million. The contract contains two twelve months options for a
total maximum duration of thirty-six months or a value of $30 million
whichever comes first. (6) The initial award will be based on price
and technical factors including Experience, Past Performance and
Technical Approach. (7)It will be based on pricing full plans and
specifications for the seed project, N62467-97-R-0784, Recreation
Center, Naval Training Center, Great Lakes, IL. The Recreation Center
project is between $1,000,000 and $5,000,000. (8) The work includes
renovation of the third floor and ground floor entry of an existing
building to provide various recreational activities and includes
selective demolition, removal of asbestos containg materials, metal
stud and gypsum board walls, interior finishes, audio booths, raised
wood flooring, acoustical panel ceilings, linear metal ceilings,
standing and running wood trim, cabinets, counters, wood paneling,
fireplace, wood doors, electrical power and lighting, HVAC systems,
plumbing systems, fire sprinkler and alarm system, and incidental
related work. (9) Site work includes extension of an underground fire
water service line with meter and backflow preventers, restoration of
an existing metal framed canopy, new concrete stairs, new pole mounted
lighting and miscellaneous incidental related work. (10) The
performance period is 265 calendar days after award. (11) The second
and third contracts will be awarded at the same time with a minimum
guarantee of $100,000. All three 8(a) contactors will compete on
subsequent task orders. The projects will be scoped by a
government/contractor team prior to submission of task order proposals.
These projects may not have traditional plans and specifications but
may include sketches and requests for catalog cuts and other
submittals. (12) Award factors will depend on the unique requirements
for each task order, however, pricing will weigh heavily. Award factors
may include past performance, quality of deliverables, ability to meet
schedule requirements, relevant experience, cost control and cost and
