Provide all resources and management necessary to operate and maintain the range complex at Fort Hood, Texas. The livefire complex presently includes seventy ranges, consisting of ten multi-use and sixty small arms ranges. Force XXI digitization, other modernization and government initiatives are expected to change the number and type of ranges during the life of the contract. The resulting contract will be a Cost Plus Award Fee type contract for the period 1 October 1999 through 30 September 00 plus four one-year options. Offerors shall have an approved accounting system. The Government intends to issue a Draft Solicitation o/a 28 April 1998 for comments with responses due 29 May 1998. A site visit and conference will be scheduled during this period. Time and date for the site visit and conference will be stated in the solicitation. The solicitation will be competed following the guidelines of Office of Management and Budget Circular A-76 -- Performance of Commercial Activities.
