equipment and materials and perform all work for repairing welds on the
stoplogs at Eisenhower and Snell Locks near Massena, New York. Stoplogs
are steel structures which form temporary dams when installed to
dewater a lock with each weighing between 25 and 30 tons. The
Corporation has thirty-four (34) stoplogs that are approximately 86
feet long x 9 feet deep and vary between 3 feet-6 inches and 5 feet-10
inches in height. The work will include moving the stoplogs to two (2)
designated work areas, removing the paint (some of which contains lead)
from the welds which will be tested by a Corporation-contracted
nondestructive testing firm, gouging out and repairing any welds not
conforming with AWS D1.5 and repainting all areas from which the paint
has been removed for testing and/or had been damaged during repair.
The stoplogs have approximately 8,000 linear feet of full penetration
and fillet welds that are considered fracture critical and require
testing. The quantity of welds to be repaired can only be determined
after these welds are tested. The work will also include construction
of an enclosure at each work area as required to conform with OSHA, EPA
AND NYS DEC Regulations with respect to blast cleaning, welding and
painting operations. This work is to be completed by October 2, 1998.
Cost range between $500,000.00 and $1,000,000.00. The solicitation
package may be requested by mail and must be received no later than 15
days after Commerce Business Daily publication. No telephone requests.
This will be a Firm-Fixed Price Contract. This solicitation shall be
issued in accordance with the "Small Business Competitiveness
Demonstration Program". All responsible sources may submit an offer,
which shall be considered by the Saint Lawrence Seaway Development
Corporation. THIS NOTICE IS FOR INFORMATIONAL PURPOSES FOR MINORITY,
WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES: The Department of
Transportation (DOT) Office of Small~ and Disadvantaged Business
Utilization (OSDBU), hasprograms to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short-Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
