Architect-Engineer planning, design, and construction phase services
for various small architectural, civil, structural, mechanical, and
electrical projects at the Smithsonian Environment Research Center,
Edgewater, Maryland. Required services include but are not limited to
architectural and engineering studies, cost analyses, preparation of
construction contract documents for architectural, civil, structural,
mechanical, electrical, fire protection, security systems, and
hazardous material abatement for variety of small projects. Typically
the work includes minor repairs, building renovation, and facility
improvement projects with some new facility development. While a
portion of the work involves implementing master plan expansion
projects, the greater number of work orders will be for smaller
projects. Other services may include construction management and
inspection, submittal review and preparation of record drawings,
preparation of concept studies, renderings, interior space planning and
mitigating accessibility barriers. Design and construction of all
projects will utilize Smithsonian Institution (metric) system
measurement. It is anticipated that the contract will be for a period
of one year with the option to renew for four additional one-year
periods and that the contract may provide a maximum design effort of
$500,000 per year, with individual work orders not to exeed $250,000.
Firm evlauation and selection will be based on the following criteria:
1) Specialized experience and technical competence of the firm and
major sub-consultants with repair or renovation of facilities while
maintaining operations, particularly administrative, scientific and
laboratory facilities, Section 106 archeological review process,
environmentally sensitive sites, Federal and State of Maryland
requirements for wetlands protection, stormwater management, and
sediment and erosion control; 2) Sensitivity to environmental concerns,
ability to implement traditional Annapolis/Chesapeake Bay area design
elements in the architectural design, and knowledge of Bay area
construction methods, materials, and practices as demonstrated by
successfully completed construction works; 3) Past performance on
contracts in terms of cost control, quality of work, responsiveness and
compliance with performance schedules; 4) Firm competence as
demonstrated by submittal of internal quality control, cost control and
scheduling procedures; 5) Firm located in proximity of Annapolis,
Maryland; 6) CAD capability. The successful firm will be expected to
sign a standard, unmodified, Federal A/E contract. Interested,

later than 3:00 p.m. local time on April 2, 1998. Preface submission
with an attached original and a loose copy of a brief cover letter on
company letterhead. The Smithsonian will dispose of submittal material
60 days after receipt unless a specific request is made for its
