Agency (NIMA) (under authority granted by Federal Technology Transfer
Act of the 1996 (FTTA); Executive Order 12591, Facilitating Access to
Science and Technology; DoD 3200.12-R-4 of 27 Dec 88, Domestic
Technology Transfer Program Regulation), is interested in forming
partnerships with commercial electronic light table (ELT) vendors for
mutual benefits. NIMA is interested in a research and development
program to explore and expand ELT utility for NIMA operations. Task I
will focus on developing a collaborative (shared) ELT, using a
collaborative environment called Habanero developed by the University
of Illinois under a DARPA contract. Vendors will work with Habanero
software developers to modify source code to incorporate JAVA " hooks"
to allow shared use of all ELT functionality. The collaboration
environment and integration should consider conditions such as: 1)
interactive image manipulation with 2-10 geographically dispersed
users, 2) degraded communications networks, (delay 500-5000mS;
bandwidth as low as 56,000 bits per second), 3) ease of use when
switching between modalities (audio, application sharing and text
chatter, etc.) 4) intuitive interface control for collaboration session
initiation, tear down and late join sessions. Task II will focus on
incorporating an ELT capability in an object environment. Vendors will
work with NIMA technology and systems personnel to ensure that ELT
applications work fully in an object environment. Task III will focus
on developing requirements for the next generation ELTs to include
additional functionality and data types as well as the demonstration of
prototype technologies, which support the requirements. All other
details, including public release of findings, will be determined
during the CRADA drafting process. NIMA has substantial experience and
history in the development and use of ELTs. Areas of interest that
could be shared under a CRADA agreement are: a. Access to imagery and
geospatial data and test sets, b. BETA testenvironment for evaluation
of collaborative ELT, object ELT, and next generation ELTs, and c.
Opportunities to demonstrate ELTs in pilot operations, and military
exercises. Companies interested in pursuing such CRADAs are requested
to submit a letter not to exceed five pages in length, at any time
within 30 days of this posting, describing the company's capabilities
and what benefits both the company and NIMA might reasonably expect to
derive from such an arrangement. Industry teaming is acceptable and
encouraged. Responses may address any one or all tasks identified
herein. This information should be sent via email, using word 4.0 or

the total BAA. The government reserves the right to enter into CRADAs
