The Naval Air Warfare Center -- Aircraft Division has a requirement for FAA or equivalently certified commercial or Non-Developmental Item Crash Attenuating Troop Seats to be procured, integrated, and installed into the CH/MH-53E aircraft. The seat system must include seat, restraint system, energy attenuator, seat-to-aircraft installation and airframe reinforcement hardware, and the associated supporting technical documentation including reliability and maintainability data and product level drawings. One aircraft kit consists of 29 troop seat systems and all accompanying installation and airframe reinforcement hardware. Proposals for the basic contract and all production options should provide for an overall total of approximately 209 aircraft kits based on 165 CH-53E and 44 MH-53E aircraft that are currently in the FY98 fleet inventory. These options will be spread out over a five year period and exercised based on the current year's aircraft availability for installation. Interim spares option(s) should also be offered and based on approximately 4% of the fleet inventory which currently would total 8 aircraft kits. Also as part of the proposal, the submitting contractor shall include option(s) for installing seat systems in all H-53E fleet aircraft. Aircraft totals are based on current inventory figures and may change based upon the total number of active aircraft in the fleet at the time of contract award. Potential offerors are desired to have previous experience in qualification of troop seat integration/installation for foreign or domestic, military or civilian rotary wing aircraft applications. Award of an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, with firm fixed price delivery orders, is anticipated in November 1998. The Standard Industrial Code for this requirement is 3728. All responsible sources may submit a proposal which shall be considered by this agency.
