Office of Naval Research plans to initiate a program in Fast Patrol
Craft Systems and Technology. Construction of a complete craft is not
planned at this time, but proposals of advanced systems and technology
that could lead to the development of a fast patrol craft that may be
of use to Naval Forces are solicited. ONR is interested in hull
design, propulsion systems, topside signature control, and topside
modules that relate to future missions of a fast craft. The suggestion
and development of possible missions is also a topic of interest. The
proposals will be selected using the following criteria, which are
listed, in descending order of importance: 1) Overall scientific,
technical and socio-economic merit; 2) Potential contributions of the
effort to development of an advanced Fast Patrol Craft; 3) The
offeror's capabilities, related experience, facilities, techniques and
unique combinations thereof that are integral to obtaining the
objective of an advanced Fast Patrol Craft; 4) The qualifications of
the proposed principal investigator and key personnel; 5) System and
Technology affordability; 6) Available funds; 7) The proposed program
milestones and deliverables. Offerors must state that their proposal is
submitted in response to this BAA. This CBD notice constitutes a Broad
Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2). This
announcement will be open for a period of one year from the CBD
