A -- FAST PATROL CRAFT SYSTEMS AND TECHNOLOGY SOL BAA 98-009 DUE 050198 POC Dr. Thomas Taylor ONR-35 (703) 696-4225 BAA 98-009 The Office of Naval Research plans to initiate a program in Fast Patrol Craft Systems and Technology. Construction of a complete craft is not planned at this time, but proposals of advanced systems and technology that could lead to the development of a fast patrol craft that may be of use to Naval Forces are solicited. ONR is interested in hull design, propulsion systems, topside signature control, and topside modules that relate to future missions of a fast craft. The suggestion and development of possible missions is also a topic of interest. The proposals will be selected using the following criteria, which are listed, in descending order of importance: 1) Overall scientific, technical and socio-economic merit; 2) Potential contributions of the effort to development of an advanced Fast Patrol Craft; 3) The offeror's capabilities, related experience, facilities, techniques and unique combinations thereof that are integral to obtaining the objective of an advanced Fast Patrol Craft; 4) The qualifications of the proposed principal investigator and key personnel; 5) System and Technology affordability; 6) Available funds; 7) The proposed program milestones and deliverables. Offerors must state that their proposal is submitted in response to this BAA. This CBD notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2). This announcement will be open for a period of one year from the CBD publication date; however, a review of all proposals received will be made 45 days after publication. Review of proposals, submitted more than 45 days after publication of this announcement in the CBD, will be performed to the extent funding is available. Proposals should be submitted to Fast Patrol Craft Program manager, Code-35, Room 804, Office of Naval Research, 800 North Quincy Street, Arlington, VA, 22217. The government may use selected support contractors as special resources to review submitted proposals. Submitted proposals will be protected from unauthorized disclosure in accordance with FAR 15.413, applicable law, and DoD/DoN regulations. The Standard Industrial Classification (SIC) code is 8731 with the small business size of 500 employees. Full cost proposals that exceed $500,000 submitted by all, but small businesses, must be accompanied by a Small Disadvantaged and Woman Owned Small Business Subcontracting Plan in accordance with FAR 52.219-9. No portion of this BAA has been set aside for HBCU and MI participants. It is anticipated several contracts, grants, cooperative agreements, or other transactions will be awarded during FY98. For contract awards socio-economic merits will include the extent of commitment in providing meaningful subcontracting opportunities for small businesses, small disadvantaged businesses, woman-owned small business concerns, and historically black colleges and universities. Total funding available for the duration of this BAA is estimated to be $9.1 million. The Government reserves the right to select for award all, some, or none ofthe proposals submitted. Unsuccessful offers will be acknowledged. Unless otherwise stated herein, neither additional written information is available nor will a formal RFP or other solicitation be issued. Technical proposals should be prepared to concisely identify the technical rationale and approach, to include the proposed tasks, milestones, deliverables and resulting benefits to be achieved, consistent with the evaluation criteria set forth above. Technical proposals should not exceed 15 pages, excluding cost and personnel qualifications information. Cost proposals should be broken down by task and include sufficient detail to enable a determination of the reasonableness of proposed costs. Cost sharing is not required. Should cost sharing be proposed, it must be clearly identified in the Offeror's proposal.
