The National Institute of Standards and Technology (NIST) intends to modify contract number 50SBNB7C1020 to incorporate additional services to lead reviews of, assess quality of, and summarize issues against proposed international or national data standards that are in the development and review cycle of ISO TC184/SC4/Quality Committee or ANSI. This work will build on work already completed. The contractor is Mr. Jesse Crusey, Damascus, Maryland. The modification will provide for an extension of the period of performance from 30 September 1998 to 31 January 1999. This is not a request for proposals; no solicitation document is available. NIST intends to negotiate on a sole-source basis under the authority of FAR 6.302-1. In order to successfully fulfill the agency's requirement, the contractor must have in-depth knowledge of the International Organization for Standardization (ISO) directives, the series of SC4 standing documents which prescribe requirements for these documents, quality principles, the technical and document structure of the standards, data modeling concepts (IDEF0, IDEF1x, and EXPRESS) and the SC4 Organization Handbook. Mr. Crusey has the required knowledge, credentials, past performance record, and has demonstrated the ability to coordinate the work and leverage the available voluntary experts to accomplish the Production Support Team goals. Therefore, Mr. Crusey is the only source able to satisfy the agency's requirement. See Numbered Note 26. (0057)
