The Joint Surveillance Target Attack Radar System (STARS) Program Office intends to acquire from Northrop Grumman Corporation (NGC), Electronics and Systems Division, Surveillance and Battle Management Systems -- Melbourne, PO Box 9650, 2000 West NASA Boulevard, Building 222, Melbourne FL 32902-9650, a Radar Technology Insertion Program (RTIP). This requirement is a Pre Planned Product Improvement (P3I) effort where the contractor will be required to design, develop, install, test, and integrate advanced radar systems in the Joint STARS system. An alternative for a cooperative development of common radar technology with the United Kingdom, including risk reduction prototyping, ground and flight testing is possible. System integration and production of this technology for a platform other than Joint STARS will not be within the scope of the solicitation.
