A -- SUBMUNITION SEEKER/SENSOR CAPTIVE FLIGHT TESTS (CFT) AND SIGNATURE TESTING, YUMA PROVING GROUNDS (YPG) POC Contact Mr. Fred Reichstetter, Program Manager, 850-882-8412, Vicky M. Dawson, Contracting Officer, 850-882-4141. E-MAIL: click here to contact the contract buyer via e-mail, Guntert@eglin.af.mil. The Air Force Development Test Center, Joint Munitions Test and Evaluation Program Office, Project CHICKEN LITTLE (CL), Eglin AFB FL intends to conduct submunition seeker/sensor captive flight test (CFT) and signature data collection at Yuma Proving Grounds (YPG) AZ test areas during the period of July to September 1998. These events will utilize foreign and domestic, classified and unclassified, ground mobile vehicles as test items in a static and dynamic environment intended to gather seeker/sensor system performance and/or signature data for analysis and algorithm development. This is an invitation to industry for participation in this testing event. Participants must provide all necessary aerial platforms, hardware/software systems including seeker/sensor instrumentation, and all personnel to accomplish the complete set of data collection missions. Offerors will be responsible for providing all necessary insurance for personnel and hardware, hold harmless agreements, etc., to conduct activities on a US Government installation. In exchange for the provisioning of the test items, ground truth data, range operations, meteorological data, etc., the offerors will be required to provide the Government a complete set of collected data. It is CL policy that data collected and retained will be protected as propriety and securely stored at the appropriate classification level(s) and will not be released/disseminated without consent of the owner/sponsor of the hardware. Restrictions because of available range time, environmental conditions and airspace constraints may require limitations on the number of participants, which can be accommodated. Participating offerors will be invited to sign a Statement of Capability (SOC) with CL. This SOC will define the basis for participation and identify specific requirements to be satisfied by the offeror and the Government. Offerors will be required to have established security clearances for all involved personnel at the time of SOC signature. A YPG planning meeting willbe held 17 and 18 March 1998. The YPG POC is Alan Tinseth, commercial (520)328-6146 or DSN 899. The Site Survey will be held at the Kofa Range, building 3185. Meeting time will be at 8:30 each morning. Written requirements must be established by 17 April 1998 and forwarded to the Program Office to allow for sufficient Government coordination of resources, airspace and logistical needs requested by each participant for the set-up and execution of the CFT signature data collection. Range survey and initial set-up is anticipated to commence immediately following the planning meeting. Interested participants are encouraged to attend the planning meeting and to have in attendance qualified individual(s) representing your organizations interests in potentially participating. Since this is not a request for a formal contract award, there will be no Request for Proposal, nor will any binding selection criteria be prepared. Participation under the SOC is not subject to the Contracts Dispute Act of 1978 and not subject to arbitration or dispute. Security clearances at the SECRET level are required and must be faxed to commercial (520)328-2459 or DSN 899, ATTN: Vicki Crabtree, phone number (520)328-2826 at YPG AZ not later than ten working days prior to the planning meeting. For further information contact Mr. Fred Reichstetter, at 850-882-8412, DSN 872-8412. This synopsis is for information and planning purposes only. It does not constitute an RFP, and is not to be construed as a commitment by the Government. (0057)
