Technology Directorate (AMCOM) proposes to acquire on an other than
full and open competitive basis analysis and fabrication services
involving Thermoplastic Technology Transition to the RAH-66 Comanche
Tailboom Structure. The objective of this program is to conduct a
detail design study to determine the weight and fabrication cost
savings that could be achieved if the thermosplastics technology is
applied to a fit-function RAH-66 tailboom and subject to Comanche
design requirements. The effort will consist of a 9-month technical
effort. A noncompetitive acquisition to Boeing Defense & Space Group,
Helicopters Division (BH-PHL), Philadelphia, Pennsylvania is intended
pursuant to 10 U.S.C. 2304 (c)(1). Boeing is deemed to be the only
responsible source. It is the manufacturer of the RAH-66 Comanche aft
section which includes the tailboom. It is uniquely positioned to
perform this program in the short time frame necessary for the project
to benefit the Early Operational Capability (EOC) aircraft
procurements scheduled for production in FY2001-2002. All responsible
sources may submit a proposal which will be considered by this agency.
The solicitation will be unclassified and releasable to U.S. firms
only. The resulting contract will be classified. Performance under the
resulting contract will require access to and/or generate classified
information. The successful offeror must hold a SECRET facility
security clearance to be eligible for award. Request for this
