Contract Specialist, (760) 939-9655 The Naval Air Warfare Center,
Weapons Division, China Lake, CA intends to procure on an other than
full and open competition basis with Nicolet Instrument Technologies,
Inc. 5225-4 Verona Road, Madison, WI 53711-4495 one (1) Data
Acquisition System (DAS) using FAR Part 12, commercial items
procedures. The DAS consists of two high speed and four medium speed
data recorders, each capable of digitizing, recording, displaying and
analyzing from 16 to 32 channels of analog data. This system will be
used at the test facilities of the Weapons Survivability Laboratory
(WSL), China Lake, CA, to acquire, record, and analyze test
instrumentation data. The WSL is tasked with performing survivability
testing for all military services; providing empirical data on the
vulnerability of aircraft and weapon systems to actual threats. These
expensive, highly instrumented tests rely on data acquisition systems
to acquire all test data. The accuracy and integrity of this data is of
the utmost importance. Ease of use is equally important because
considerable time is spent, during a test program, in the analysis and
generation of reports containing this test data. A data acquisition
system that meets the minimum specifications will provide the required
accuracy, features, and ease of use that are critical to the WSL
mission,. Distinguishing features of the Nicolet Instrument
Technologies DAS are as follows: Ability to mix high and medium speed
acquisition modules in the same data recorder. 75 minutes of record
time to hard disk on 32 analog channels at a 100 kHz sample rate per
channel. 30 minute recording time to hard disk on 16 analog channels at
a 500 kHz sample rate per channel, while simultaneously recording the
same data sampled at up to 10 Msamples/second to a transient memory of
2 Msamples per channel. 32 digital inputs on medium speed recorders.
A digital signal processor (DSP) for each medium speed channel that can
provide intra-channel math functions, waveform measurement functions
and digital filtering. DSP calculations can be substituted for the
waveform data, displayed numerically or used as a trigger source. 4
counter/timer inputs per medium speed recorder, that can count up or
count down or measure frequency, rpm or encoder position. Memory
architecture that allows uninterrupted, maximum rate, 32 channel
recording simultaneous with the display, analysis or archiving of
previously recorded data using any Microsoft Windows 95 application
software. The proposed contract action is for supplies or services for
which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302, using FAR Part 12 procedures.

respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. A determination by the
Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
