The Aberdeen Area Indian Health Service (AAIHS) is planning to enter
into a sole source contract with the IMSystem. This will be done to
comply with the ORYX initiative required for JCAHO accreditation. The
purpose is to provide a performance measurement system to eight small
and rural Indian Health Service hospitals in the Aberdeen Area. The
contractor is an approved JCAHO vendor for the ORYX project and
experienced in using data from the Resource and Patient Management
System (RPMS -- a requirement of the Indian Health Service) and is able
to commence providing services immediately. There must not be an
additional requirement to purchase or use additional computer hardware
or software and there must be an interface with the IHS RPMS system.
The performance measurement system shall have the ability to measure
clinical performance and perform statistical analysis on IHS clinical
information to show the mean, median, rate/ratio and standard
deviation/variance. Data will be stratified and risk-adjusted to meet
ORYX requirements. Services are required for the period of April 1,
1998 through March 30, 1999, with options to renew for two one-year
terms. If JCAHO later requires AAIHS ambulatory facilities to meet ORYX
requirements, the project will be expanded in an option year to include
