Q -- LABORATORY TEST SERVICES SOL 8027-AA-98-DOC-GN DUE 040298 POC Mr. Willard Walton, Jr. 202/673-7462, X-218/William Miles 301/230-1470 Synopsis: The District of Columbia's Department of Corrections, Health Services Administration at the Lorton Correction Facility is seeking a contractor to provide Medical Laboratory Test Services and Supplies for Lorton inmates. There are 239 different medical laboratory tests, which could be performed, in any given year with potential 91,239 tests. The types and quantity of tests will be continually decreasing over time until final planned closing of most Lorton Facilities slated for December 2001 with a reduction to some 1700 inmates. The contractor shall provide pickup services by 4:30 P.M. from the Lorton Correction Facility on a daily basis and shall deliver sample specimens to the contractor's facility for processing. The Contractor shall be physically located within a 50-mile radius of the Lorton Correction Facility. Ninety percent (90%) of the laboratory testing shall be accomplished at the contractor's facility; ten percent (10%) may be subcontracted. The results of these tests shall be provided by 7:30 AM to the Lorton Health Service Units via electronic communication. The Contractor shall be capable of conducting tests in accordance with the Clinical Laboratory Improvement Amendment of 1988 (CLIA 88), 42 CFR 493, Parts A through P and the District of Columbia Law 32-1501 through 32-1513. The Contractor shall also conduct esoteric laboratory tests and provide results at the direction of the Department of Corrections, Chief Medical Officer. The Contractor shall be required to interface, maintain, support, repair, or replace the centrifuge machines, teleprinter equipment or substitute at the six (6) Health Services Units at the Lorton Correction Facility. The Department of Corrections anticipates an award based on Full and Open Competition. The Government contemplates award of one firm fixed price type contract resulting from this Invitation For Bid. The term of the contract will be for 12 months with four one-year options for a maximum possible duration of 60 months. It is anticipated that the solicitation will be issued during 2 March 1998 with the opening date of 2 April 1998. (0056)
