SYNOPSIS/SOLICITATION for services prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announce constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. (II) This solicitation, numbered N00600-98-R-1405,
is issued as a Request for Quote. (III) The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46 and Defense Acquisition Circular 91-12. (VI)
The standard industrial classification code is 3571 and the small
business size standard is 1,000 employees. This acquisition is
unrestricted. (V) A list of Contract Line Item Numbers (CLINs) and
their items are: CLIN 0001: Sr. Engineer; Quantity 480; Statement of
Work -- Purpose -- This Statement of Work defines a requirement from
the Department of the Navy Information Network Program Office (DoNINPO)
for an Enterprise Network Engineering effort. Scope of Effort -- The
DoNINPO has a requirement for two persons, part time, to provide
oversight and design guidance to the Engineering Directorate in order
to review and propose designs for future incorporation into the
Department of the Navy Headquarters Network (DNHN). These individuals
must be extremely familiar with the current and target architectures of
the DNHN, and will help to further define the DNHN target architecture
during this effort. Deliverables -- The two persons working for
DoNINPO under this SOW will provide the following: (a) Attendance to
meetings at the request of DoNINPO to discuss the DNHN network
architecture; (b) definition of the Navy Headquarters target
architecture (design guidelines); (c) Plans for enhancement of the DNHN
by establishing an "Enterprise Node" at the Washington Navy Yard, along
with infrastructure changes within the rest of the DNHN to accommodate
the changing personnel distribution within the National Capital
Region; Note: All provided plans and designs will be carried out with
emphasis on compliance with Navy wide efforts and standards (such as
IT-21). (VI) SERVICE is to commence from award through 30 September
