DAHA36) The Pennsylvania Army National Guard, United States Property
and Fiscal Office (USPFO) proposes to enter into a Firm Fixed Price
with Economic Price Adjustment Indefinite Delivery Indefinite Quantity
Contract for a prime vendor to provide subsistence for 30 to 40 dining
facilities located throughout the installation at Fort Indiantown Gap
(FIG), Annville, Pennsylvania, beginning August 1, 1998. The Standard
Industrial Classification (SIC) is 5411. Base Year performance shall be
through July 31, 1999 with four (4) option years. Award shall be based
on the best value to the Government. Contractor's offer shall be
evaluated based on the following factors; price, willingness to break
case lots, prime vendor for delivery of all food and food related
items; toll free single point of contact customer service, electronic
communication/ordering capabilities, acceptance of Government Visa
IMPAC credit card for payment, ability to integrate Gov't menu into
company software, for items missing, damaged, or spoiled,correction
turn around within six (6) hours of original delivery, and past
performance of federal, state, municipal, and private sector contracts.
Average number of individuals per year for two (2) days per month
feeding is 133,385 (133,385 x 4 meals each). Average individuals per
year for 15 day annual training feeding is 22,749 (22,749 x 39 meals
each). The Basic Daily Food Allowance per individual is $6.19. An
approximate 49,500 square foot building, containing freezer,
refrigeration, and dry good areas, MAY be available for lease to the
incumbent contractor to support its operations at FIG and its other
business related activities associated with storage of perishable, and
semi-perishable food commodities. Lease of this building is not a
requirement of this contracting action. The USPFO has no decision in
this matter (more info shall be provided in the solicitation). This
information is based on the best information available and is subject
to change. Anticipated award date is May 15, 1998. Tentative
solicitation availability date is March 31, 1998, with proposals due
May 1, 1998. All responsible sources may submit a proposal which, if
timely received, shall be considered. Only one solicitation package
shall be sent to prime contractors. A copy of these documents will be
available for inspection at the USPFO Contracting Office. Solicitations
shall not be available ten (10) calendar days prior to proposal due
date. Questions pertaining to the solicitation must be submitted in
writing to the USPFO no later than ten (10) calendar days prior to
proposal due date. Oral requests for solicitation shall not be
accepted. Requests for solicitation may be faxed to 717-861-8604. Faxed
proposals shall not be accepted. Provide the following information with
requests; Company name, mailing address, remit to address, phone
number, federal tax identification number, business size; large or
small (the applicable small business size standard including affiliates
is no more than $20 million average annual gross revenue for the last
three fiscal years) disadvantaged, or woman owned, type of business;
dealer or service, corporate status; incorporated, sole proprietor, or
partnership. Any of the above information not provided with your
