The U.S. Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals to explore alternative approaches to measuring the unemployment insurance service's administrative financing resource need in States and to recommend one, building on available information. Resource need would be based on each State's particular operational configuration and would not be a simple analysis os what a State is spending, which may be above or below what is truly needed to administer the program at an acceptable level of quality. A computer model will be developed that automates the recommended approach. The period of performance for the prospective award will be twelve (12) months from the date of contract execution, plus two 1-year extensions at the Government's discretion. The requirement let under full and open competition. Request for proposals will be available on our Department of Labor, Employment and Training Administration's Internet Home Page at HTTP://WWW.DOLETA.GOV, approximately 15 days from the date of publication. Requests for Proposals in hard copy form will also be available upon written request only, on a first come, first-served basis, until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. Closing date for receipt of proposals will be April 21, 1998, at 2:00 P.M. local time. Requests for proposals must cite RFP-DAA-98-15 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted.
