Office of the Comptroller of the Currency (OCC), a Bureau in the
Treasury Department, requires a contractor to provide Incident
Management Services. The OCC's headquarters are in Washington, D.C. and
the agency has six district offices located in major cities throughout
the continental United States. The agency employs about 3,000
employees and is responsible for promoting and assuring the safety and
soundness of the country's systems of national banks and maintaining
its competitiveness, efficiency, integrity, and stability in the
financial market place. The OCC requires trained, highly experienced
psychologists with extensive hands-on experience to 1) work with
managers, personnelists, attorneys, and law enforcement officials to
resolve situations that potentially threaten to compromise the safety
of the OCC's workplace and 2) provide training to groups of
approximately 144 managers in seven locations to prepare them to
correctly recognize and swiftly react to workplace incidents. The
selected company will be required to investigate and evaluate
situations throughout the continental U.S. and provide feedback and
recommendations to OCC management. The company will also assist OCC
management with any interaction with law enforcement officials.
Contractors may be required to testify in courts of law. Contractors
shall also be required to respond to OCC staff by phone within two
hours of report of incident. The period of performance for the
requirements described above will begin upon award of the contract and
continue throughout calendar year 1998. Four option years are
anticipated. The OCC will evaluate past performance of each proposing
company and of the persons proposed to fill the key positions of the
contract. Substitutions of key personnel as set forth in the
solicitation will not be allowed once the evaluation process begins,
unless the Contracting Officer determines it in the best interest of
the Government to allow a substitution. Solicitation CC-98-R-0001 is
anticipated to be released by mid-march 1998. This requirement is a
TOTAL SMALL BUSINESS SET-ASIDE. The anticipated SIC code is 7389,
Business Services, N.E.C. The Size standard for small businesses is $
5.0 million in annual receipts. All requests must be made in writing
and mailed in time to reach the OCC by March 11, 1998. Requests should
