Flight Center (GSFC) plans to issue a Draft Request for Proposal (DRFP)
for support to the Laboratory for Terrestrial Physics. This procurement
is a total small business set-aside. See Note 1. The SIC Code and Size
Standard are 8731 and 500 employees, respectively. This requirement
will support the Laboratory for Terrestrial Physics in the areas of
(but not limited to): mission planning; requirements analysis; systems
definition; evaluation of existing systems; development of new
software; programming; algorithm development; and acquiring,
processing, and analyzing scientific data. This effort will support
satellite remote sensing, field and aircraft instruments to measure
Earth, oceanic, biospheric and atmospheric processes. This procurement
will also include scientific and engineering support for the design,
development, and testing of remote sensors and sensor systems. This
procurement is a follow-on effort to requirements currently being
performed under five separate contracts.A five year basic contract is
contemplated for this effort. The contract type will be cost
reimbursement, indefinite delivery, indefinite quantity (IDIQ), and
performance-based with incentive fee provisions. The Government may
elect to award a single IDIQ contract or to award multiple IDIQ
contracts for the same services to two or more sources under the
solicitation. The DRFP will be issued to solicit industry's comments on
all aspects of the solicitation, including requirements, schedules,
proposal instructions, terms and conditions, and evaluation approaches
including any unnecessary or inefficient requirements. The anticipated
release date of the DRFP is on or about March 4, 1998. Interested
parties will be given two weeks to provide comments. Comments on the
DRFP are not mandatory. The use of industry comments to structure the
final RFP is at the discretion of the Government. Any subsequent RFP
will be synopsized prior to its release. In accordance with FAR
52.215-3, Solicitation for Information or Planning Purposes (APR 1984),
the Government does not intend to award a contract on the basis of the
DRFP, or to otherwise pay for the information solicited. The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in RTF format and
Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format
and will reside on a World-Wide Web (WWW) server, which may be accessed
using a WWW browser application. The WWW address, or URL of the
