mclark@central.unicor.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is 1PI-R-1021-98 and this solicitation is issued as
an Request for Proposal (RF)) The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-02. The Standard Industrial Classification Code
is 3089, and small business size standard is 500 employees. One line
item. Delivery is FCI, Fort Dix, NJ. There will be a base year from
date of award, plus two option years, if exercised. LOX0181,
MIL-T-44189, Barrel, Lock, Plastic, Black, 350,000 each. Delivery is 30
days after receipt of delivery order. A Indefinite Delivery Indefinite
Quantity contract is anticipated. Minimum guaranteed amount is 100,000
each with maximum delivery 350,000 each. Each delivery order minimum is
50,000 each and delivery order maximum is 100,000 each. Preservation
packing shall be level C as specified in MIL-F-21840G, Para 5.2.3.
Contractor will supply certified copies of all test results, upon
request by UNICOR, also the facility conducting the inspection by name
and location. Each shipment will be accompanied by a "Certificate of
Compliance". This will certify that all required testing was conducted
in accordance with applicable specification. Also a statement
contained in the COC will state that all materials provided meet or
exceed applicable specification requirements. Delivery is to Federal
Correctional Institution, Federal Prison Industries, Building 5735,
Doughboy Loop, Fort Dix, NJ 08640, Contact Diane Nasielski at
609-723-1100 Ext. 351 48 hours prior to delivery. Delivery hours are
0800 -- 1100 and 1200 -- 1500 hours Monday thru Friday, exccept for no

The provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. Clause 52.212-2, Evaluation -- Commercial
Items is applicable. Evaluation procedure is: The Government will award
a contract resulting from this solicitation to the responsible bidder
whose bid conforming to the solicitation will be most advantageous to
the Government price and other factors considered. Facgtors to be used
to evaluate offers are lowest price received. Domestic bids only --
all material must be manufactured in the United States of America. The
Government reserves the right to make award on initial offer received,
without discussions. Offers shall submit sihgned and dated offers,
either on a SF33, or letterhead stationary to UNICOR, Federal Prison
Industries, 320 First St NW, 7th Floor, MMB, Washington, DC 20534,
attn: Bid Custodian. Offers must be received by 2:00pm, March 17, 1998.
Offers must indicate name, address and telephone number of bidder,
technical description of the items being offered in sufficient detail
to evaluate compliance with the requirements in the solicitation, terms
of any expressed warranty, price and any discount terms, remit to
address if different than mailing address, a completed copy of
representations and certifications at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items; acknowledgement of
all Amendments. Offeror must hold prices firm in its offer for 60
calendar days from the date specified for receipt. If offer is not
submitted on a SF33, a statement specifying the extent of agreement
with all terms, conditions, and provisions included in the
solicitation. All offers that fail to furnish required represenatiions
and certifications or information or reject the terms and conditions
of the solicitation may be excluded from consideration. Clause
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. Clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition. Facsimile offers are acceptable in
accordance with FAR 52.215-5, Facsimile Proposals. to fax number
202/305-7365/7363. A written notice of award or acceptance of a bid
mailed or otherwise furnished to the successful bidder within the time
for acceptance specified in the bid shall result in a binding contract
without further action by either party. Before bid specified expiration
time, the Government may accept a bid or part of a bid after its
receipt unless a written notice or withdrawl is received before award.
The bidder must specifiy business size and classification. Documents
