Federal Aviation Administration, Eastern Region, has a requirement to
purchase several fiberglass shelters to be used as equipment/work sites
for Air Navigation Aids for various facilities. The intention is to
award an Indefinite Quantity/Indefinite Delivery Type Contract for a
base year expected to begin April 1, 1998 through September 30, 1998
with two (2) one year option periods. We are currently in the process
of identifying contractors capable of providing fiberglass shelters
that can be designed specific to FAA needs. As a minimum the shelters
must satisfy the following requirements: Sizes: The FAA may require
shelters that have an interior height of 8 feet in any or all of the
below listed sizes. 8' x 6', 8' x 8', 8' x 10', 8' x 12', 8' x 14', 12'
x 12'. Construction: The manufacturing process shall provide for an
interior and exterior to include the roof that is of fiberglass. The
wall cavity shall be insulated to minimum of R11. Structural support
shall provide for the following minimum loads, wind 70psf, live roof
200psf. All material used in the fabrication of the interior and
exterior to include the roof shall be of exterior commercial grade. The
footing and floor shall be waterproof. The floor shall be insulated to
a minimum of R11. The floor shall be constructed to have a live load
(as specified). Minimum load ratings of 200psf. Maximum load ratings of
600psf. The floor shall be attached to skid beams of hot dipped
galvanized steel channels. The skid beam shall have extension plates
for lifting the entire shelter. Each shelter shall have a 36 inch wide
x 84 inch high aluminum exterior door of welded construction. The door
shall have stainless steel, ball bearing, tamper proof hinges with 3
point latch and deadbolt lock. The doorway shall have a fiberglass
weather hood. The FAA must have flexibility to specify location of
door. Power Distribution: One 100 AMP, 120/240 VAC, Single Phase 60 HZ
multi space (as specified) main breaker, bolt in utility power panel
in a NEMA 1 surface mount enclosure. One surge arrestor (as specified)
multiple (as specified) duplex receptacles. One (as specified)
exterior receptacle on a ground fault circuit interrupter. All interior
wiring must be surface mounted in conduit meeting ANS/NFP-70 National
Electric Codes latest revision. Lighting: As specified, surface mounted
florescent light fixtures with RF1 noise suppression filters. One
exterior door light with vandal resistant lens. HVAC: Each unit shall
have a wall mounted air conditioner (location as specified) with a
separate thermostat control and have a fiberglass weather hood. Heating
shall be electric base board with separate thermostat control. The
heating and air conditioning units shall provide sufficient temperature
for the size building required to maintain a nominal constant interior
temperature of 68 degrees. Accesories: Grounding. Shelters shall have
a connection of a grounding electrode conductor to the shelters skid
assembly. Shelters shall have a sixteen inch (16") grounding plate. The
shelter shall have an intrusion alarm with form C contracts. Exterior
building color shall be aviation orange and white over a seamless
fiberglass coating. Companies who have the capability of providing the
above described shelters, should fax over a letter of interest and
capability to Nadene Fontano at (718) 995-5685 by March 6, 1998. A
solicitation will then be issued and contractors proposals will be
evaluated based upon: Past performance, equipment design -- conformance
with statement of work, financial capability, time of delivery and
