The Defense Special Weapons Agency (DSWA) is seeking support to update
the Protective Structures Automated Design Manual (PSADS) to
correspond to the changes incorporated in the second edition of the
DAHS CWE manual which is scheduled to be published in the year 2000.
The objective will also be to incorporate new technology in the PSADS
computer program to make it more usable and new functionality
identified during the development of version 1.0 but not done due to
release schedules. Background: In 1989 the former Defense Nuclear
Agency (DNA) started an effort to create the first tri-service manual
for the Design and Analysis of Hardened Structures to Conventional
Weapons Effects (DAHS CWE). This manual is now published and in use by
the US Army, Navy, and Air Force and as well by NATO and US civilian
government agencies in the study of blast effects on structures. This
manual has 17 chapters which deal with topics ranging from weapons
characteristics, weapon generated environments, resulting loads on
structures, and other related issues. The DAHS CWE is a living document
with updates planned approximately every three years to incorporate new
research and analysis techniques. In 1993, DNA started a companion
effort to take the DAHS CWE manual and incorporate electronic hypertext
format technology along with increased usability by activating
equations, tables, and graphs and other techniques to make the manual
more interactive and usable. The emphasis for these products (DAHS CWE
and PSDS) is on defensive planning and survivability of hardened
structures and are to be used by architect/engineer firms tasked with
the actual design and assessment of facilities. Note that this is an
unrestricted procurement with a SIC Code 8731 and a small business size
standard of 500 employees. Offerors must provide address information to
