Center intends to acquire on a sole-source basis, under the authority
of section 4202 of the Clinger-Cohen Act of 1996 as implemented in FAR
13.500 altitude alerter kits for the KC-135 aircraft fleet from
Innovative Solutions & Support, 420 Lapp Road, Malvern, PA 19355-1263.
The contract will be a firm fixed priced contract using FAR Part 12
procedures, acquisition of commercial items, with an initial quantity
of 266 with deliveries starting in March 1998 and options for altitude
alerter kits (Group A and Group B) for supplying the remaining KC-135
fleet of 590 aircraft. The altitude alerters for the KC-135 fleet will
provide enhanced altitude awareness for three person flight crew
operations. The altitude alerter is integrated with the PACER CRAG
system and Reduced Vertical Separation Minimums (RVSM) integrated
solution. The alerter must interface with the aircraft Air Data
Computer (ARINC-429) or panel altimeter (RS-232) for altitude input.
The altitude alerter unit must also have modes to alert the crew to
deviations from assigned cruise altitudes and approach to a target
altitude. The Altitude Alerter display and warning light must be
optimized for the KC-135 cockpit light and glare conditions. KC-135
aircraft data that may be required to interface and operate the
altitude alerter system must be obtained from the original KC-135
aircraft manufacturer. Mr. Stephen J. Plaisted has been appointed as
Ombudsman to hear concerns from offerors, or potential offerors, during
the proposal development. The purpose of the Ombudsman is to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the program director or
the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
