synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This request for quotes (RFQ)
incorporates those provisions and clauses in effect through Federal
Acquisition Circular 97-03. This announcement constitutes the only
solicitation; The National Institute of Standards and Technology (NIST)
requests quotes but will not issue a separate written request for
quotes. Quoters should submit two original quotes to the above address
no later than 3:00 p.m. on the date above specified. The NIST intends
to acquire one rear-illuminated CCD detector and controller to detect
and analyze Raman signals in a Spex microRaman spectrometer. The CCD
detector and controller shall meet or exceed the following
specifications: I. Readout noise from four to seven electrons at 50kHz,
and a dark charge less than 0.5 electrons/pixel-hr at -100 degrees
Centrigrade, II. LN/CCD-1100PM detector, grade one. III. UV/AR coating,
IV. Win95 based controlling software, V. Response non-uniformity of
less than plus or minus five percent over the entire CCD range,
excluding blemish regions, VI. Adapter to Spex Triplemate spectrometer,
VII. Liquid nitrogen cooled with hold time greater than 30 hours, VIII.
ST-138 controller and ISA interface card, IX. Well capacity of
1,100,000 electrons, X. Scan rate of 50-150 kHz. Anticipated award date
is March 15, 1998. SIC code is 3844. FOB destination National Institute

authority of FAR 13.106-2(a)(5), which permits solicitation from one
source if the contracting officer determines that the circumstances of
the contract action deem only one source reasonably available. The
provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. Quoters shall include a completed copy of
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions Commercial applies to this
acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR
