STEVENSON (901) 544-3184 (Site Code DACW66) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DACW66-98-B-0009 issued as an invitation for bid (IFB) and this document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-02. This procurement will be an unrestricted solicitation. To qualify as a small business concern, in addition to being independently owned and operated and not dominant in the field on which it is bidding on Government contracts, the number of employees of a concern and its affiliates must not exceed 5.0M. The Standard Industrial Classification Code is 7521. The following is a list of line items to be procured: line item 0001 is base year and line items 0002 through 0005 are option years. Main St, Memphis, TN Offerors are required to complete Schedules A, B, C, D and E, showing prices for Basic Year, First Year Option, Second Year Option, Third Year Option, and Fourth Year Option. The spaces shall be provided for use during the hours 0530 to 1800, Monday through Saturday, excluding all Federal holidays. The Contractor shall have the right to use the spaces that are unoccupied on Saturdays after 0800 and with 30 days' written notice, the Contractor shall have the right to reserve all parking spaces on a specific Saturday. Ingress and egress is to be non-restrictive during contract hours/days. Corps markings are not required. F-1. Term of Contract. The contract shall be in full force and effect for a period of one year beginning no later than 15 calendar days from date of receipt by Contractor of notice of award plus any extension of contract term exercised in accordance with paragraph H-1. G-1. PAYMENT. G-1.1 Payments will be made monthly at the unit price stated in the Contract. For purpose of payment nothing contained herein shall be construed to mean that the same vehicle must be parked continuously to establish the rate. On the contrary, it is contemplated that the identity of vehicles to be parked hereunder will vary from time to time. In addition unit price/parking rates are effective for the term of the contract. G-2.1 The Contractor shall submit an original and three copies of all invoices direct to the office shown in Block 24, Standard Form (SF) 33. All invoices shall reflect the contract number and each invoice shall be certified by the Contractor or COR as being true, complete, and accurate. CAUTION: Failure by the Contractor to submit invoices as specified may delay any payment due and shall be at the Contractor's own risk. OPTIONS TO EXTEND THE TERM OF THE CONTRACT. a. The government may extend the term of this contract by written notice to the Contractor at least 30 days before this contract expires; provided, that the Government shall give the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. b. If the Government exercises this option, the extended contract shall be considered to include this option provision. c. The total duration of this contract, including the exercise ofany options under this clause, shall not exceed five (5) years. (FAR 52.217-9) H-2. INCREASE OF SPACES. When it becomes apparent that additional spaces are required prices of any increased spaces will be mutually determined. H-3. DECREASE OF SPACES. When it becomes apparent that less spaces are required the price will be decreased by the number of spaces reduced. I-1. CONTRACT CLAUSES. The following Federal Acquisition Regulation (FAR) clauses are applicable to the procurement and are incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. K-1. The offeror should include a completed copy of FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. L-1.
