Solicitation for Proposals to Construct and Lease (No Controlled Site) a one story masonry main post office containing approximately 5,003 +/- net interior space. Optimum site requirements of 75,000 SF Site (1.72 Acres) (200' x 375'). The offeror must own or control the site. If the proposal is submitted by an agent for the owner, evidence of the agent' exclusivve authority to offer the subject site must accompany the proposal. The property offered must be properly zoned to permit use for a postal facility or must be capable of being rezoned for such use without delay of construction. The offeror must include with the proposal a copy of applicable building and/or land restructions that would in any way affect the intended us of the site. The successful offeror must comply with all Federal, state and municipal laws, codes, and regulations including those of the state and local highway departments. Bonds: The US Postal Service has the right to require the offeror to furnish a Performance Bond (Construction) or a Labor and Material Bond (Construction), with surety certified acceptable by the Treasury Department, in such penal amounts as the contracting officer may require. If required to furnish such bonds, the offerors must furnish, within 30 days after the request, written assurance by the surety that the required bonds will be issued. The offeror's failure to furnish such assurance within 30 days may be grounds for rejection of the proposal. Lease: 20 years with 3 renwal periods of 5 years each, all at fixed prices. Preferred Area: Where streets or highways are used as boundaries, sites on either side of the street/highway are considered to be within the preferred area. The successful offeror will be required to present a boundary and topographic site survey and subsurface explorations, in accordance with specifications furnished by the Postal Service within 30 days of notification of award. Successful offeror will also be responsibile for preparation of site adapt which must be approved by the Postal Service. Additionally, it will be the successful offeror's responsibility to provide any and all improvements, whether on-site, to meet Dept. of Transportation requirements, including but no limited to, acceleration/deceleration lanes, storm sewer, or other drainage improvements. The USPS reserves the right to award within 120 days after close of the solicitation. Award notices will be sent to all offerors, local plan rooms and posted in the Commerce Business Daily. Only offers returned via Personal Hand Delivery and/or USPS (i.e., First Class Mail, Priority Mail, or Express Mail) will be considered in compliance with this solicitation. Any other carriers will be rejected.
