703-696-4871. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation, MDA410-98-R-0002, is being issued as a request for
proposals. This solicitation/contract will include all applicable
provisions and clauses in effect through FAC 90-46. The standard
industrial code is 7374. The small business size standard is 500
employees. The Department of Defense Education Activity (DoDEA) is a
Department of Defense field activity under the direction, authority and
control of the Deputy Assistant Secretary of Defense for Personnel
Support, Families, and Education. It is comprised of the Department of
Defense Dependents Schools (DoDDS) and the Department of Defense
Domestic Dependent Elementary and Secondary Schools (DDESS) and exists
to provide for the education needs of eligible Department of Defense
military and civilian dependents in grades kindergarten through 12 at
sites both in the United States and overseas. The Department of Defense
Dependent Schools (DoDDS)intends to procure Advanced Training on
Standard Office Automation Software: NT 4.0 Workstation -- Intermediate
and Advanced Installation and Customization, M.S. Office 97 -- New
Features of Word, Excel, Power Point, Access, and Outlook. The NT
course should be advanced to the level to include: Profile, Roaming
Profile, Policy, Network connectivity with Novell IntraNetware Client
4.11 and others, CD-ROM installation management, Implement and
troubleshoot TCP/IP, Setting up NT for a K-12 classroom environment,
Advanced troubleshooting techniques, Advanced workstation utilities,
and Advanced installation techniques. The MS Office training should
include the new features of Microsoft Office 97, Access and Outlook.
The Government requires five (5) days of training to be conducted at
each of theseven (7) sites. This training will be conducted for DoDDS'
Technology Specialists from the District Superintendents' Offices and
will be conducted in computer labs at Mainz Kastel and Heidelberg,
Germany; at Lakenheath, United Kingdom, and in Japan, Korea, Okinawa
and Panama DSOs. Each class should allow up to 15 participants per
instructor so the districts might add other participants if necessary.
Shipment of materials to the training locations will be the
responsibility of the contractor. Class dates (Travel dates not
included): (1) March 2 -- 6, 1998, Lakenheath, U.K.; 6 participants.
(2) March 2 -- 6, 1998, Balboa H.S., Panama; 7 participants. (3) March
9 -- 13, 1998, Heidelberg, Germany; 16 participants. (4) March 9 --
13, 1998, Kadena Air Base, Okinawa, Japan; 5 participants. (5) March 16
-- 20, 1998, Yokota Air Base, Japan; 7 participants. (6) March 23 --
27, 1998, Yongssan, Seoul, Korea; 3 participants. (7) March 30 -- April
3, 1998, Mainz -- Kastel, Germany; 22 participants. Instructors will
fly to the seven (7) sites identified by the Government to provide the
required training. The contractor will pay for all travel and per
diem, student books and media and teaching materials. The contractor
will be responsible for getting the student materials to the sites in
advance of the training. The Points of Contact at each location will
provide additional information as to the shipping address, and the
address of the classroom. DoDDS's Computer labs will consist of
training room with computers for Trainer and up to 20 trainees except
in Korea where 15 notebooks will be used for trainees. Software will be
installed on all machines. A networked printer will be available for
use at each site. Invitational travel orders issued by DoDDS will
provide access to all installations. CLAUSES AND PROVISIONS: FAR
52.212-1, Instructions to Offerors-Commercial Items, is incorporated by
reference and applies to this acquisition. FAR 52.212-2,
Evaluation-Commercial Items, is incorporated by reference and applies
to this acquisition. The following factors shall be used to evaluate
quotes: technical capability, experience, past performance, and price.
Sources shall provide information in sufficient detail to demonstrate
their ability to perform. All factors are approximately equal to
price. All Offerors SHALL include a COMPLETE copy of the provision
52.212-3, Offeror Representations and Certifications-Commercial Items,
with its quote. FAR 52.212-4, Contract Terms and Conditions-Commercial
Items is incorporated by reference and applies to this acquisition and
resulting contract. Respondents will not be notified of the evaluation
results. Quotes are due by 3:00 PM EDT on or before August 26, 1997, to
the attention of David Taybron at the address above. ADDITIONAL
CONTRACT REQUIREMENTS: DPAS rating is C9E. Offerors must acquaint
themselves with the new regulations concerning Commercial Items
acquisitions contained in FAR Part 12 and must ensure that all
Representations and Certifications are executed and returned as called
