This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number to refer to in response to this notice is DPCARM-8007-N040. This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures under the Test Program at Subpart 13.6. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-2. Due to the capital investment necessary to start and operate a business providing this type service, this requirement is being procured on an unrestricted basis; no small business set aside is being considered. The Standard Industrial Classification Code for this solicitation is 4841 ($7.5M). This requirement contains four CLINS, in estimated quantities, for the purpose of issuing a firm fixed price indefinite delivery contract: CLIN 0001 -- 2340 each cable television hookups to unit dayroom facilities to include all standard cable channels 1-22 and 28-35 and CNN; CLIN 0002 -- 60 each installation charges for new dayroom facilities; CLIN 0003 -- 48 each charges for replacing lost or damaged cable television control boxes; CLIN 0004 -- 48 each charges for non-installation charged for unit dayroom locations. This service shall commence on 1Mar98 and extend for a 12 month period through 28Feb99. FAR provision 52.212-1, Instructions to Offerors, applies to this solicitation with the following addenda: (a) Delete; (b) Delete the text as written and insert: Electronic submission of offers is permitted. All offers must be received by the 25th day of February 1998 to be considered timely. Offers may be submitted by e-mail listed above. Minimally, offers must include the solicitation number, the name, address, telephone number, facsimile number, e-mail address, if available, a point of contact, complete with official title and voice telephone number, pricing directly correlating to the CLINS contained herein, methodology of providing service (whether by hard wire or wireless), any prompt payment discount terms offered, a statement indicating whether payments can be made by electronic funds transfer or Government VISA credit card, and a completed copy of the representations and certifications required at FAR 52.212-3. Further, offers must contain all commercial terms, conditions and provisions under which the offeror conducts business in the commercial marketplace, and warranty terms and conditions. Offers that fail to furnish required representations or information, or reject the terms and conditions of this solicitation may be excluded from consideration; (d) Delete; (e) Delete; (h) Delete; (i) Delete. FAR provision 52.212-2, Evaluation-Commercial Items is not included in this solicitation. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and price related factors considered.
