of Pharmacological and Alternative Therapies, Center for Substance
Abuse Treatment, Substance Abuse and Mental Health Services
Administration (OPAT/CSAT/SAMHSA) contemplates awarding up to two cost
reimbursement contracts. The purpose of this contract is to establish
a working laboratory program to: (1) develop accreditation materials,
consistent with Federal accreditation guidelines; (2) identify and
train site visit accreditation surveyors; (3) apply the accreditation
materials at site visit surveys at Opioid treatment programs (OTP); and
(4) collect data for evaluation purposes. A separate evaluation
contractor will conduct the evaluation to assess the process and
effects of accreditation. The anticipated period of performance is for
three years with two one-year options. The estimated date for issuance
of this RFP is March 10, 1998, with responses due thirty days later.
This solicitation may be obtained in either of two ways; by mail or by
downloading a file from the World Wide Web at
http://www.samhsa.gov/contract. Files will not be made available on the
World Wide Web until on or after the estimated issuance date. Download
instructions are posted on the Web. Once downloaded, you should
determine if you have a continuing interest in the RFP. If so, you must
either write the individual identified above that you wish copies of
amendments to the RFP (if any) sent to you by mail or check the Web
regularly for amendments which will also be posted there and can be
downloaded electronically. You may choose any of the two methods for
obtaining amendments. Note, however, that if you rely on the Web for
obtaining amendments, at this time we have no way to assure, and will
therefore assume no responsibility for assuring, you have downloaded
these amendments. Requests for copies of the RFP to be mailed must be
made in writing and will be filled on a first-come, first-served basis
until the supply is exhausted. Requests shall be forwarded to the
attention of Mary Haines, Contracting Officer, Division ofContracts
