K -- MODIFICATIONS TO GOVERNMENT-FURNISHED JVC XLV118BK OR PIONEER PD-103 CD PLAYERS SOL 1443-RP-1100-98-008 DUE 030598 POC Beverly Rinaldi-Alt, Contract Specialist, (304) 535-6237 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price quotations are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. This acquisition is a total small business set-aside. Responses are due on or before March 5, 1998. The SIC code is 8999 and the related small business size standard is less than $5.0 million dollars during the last three (3) fiscal years. The National Park Service has a requirement for electrical modifications to Government-Furnished JVC XLV118BK or Pioneer PD-103 CD Players to provide "Plug for Plug" replacement of Labelle Playmatic tape players. The modifications are as follows: Remote start capability with a momentary contact closure through Cinch Jones connector pins 3 and 4; relayclosure, activated by a 1000 Hz tone on Compact Disc, CH-2, through Cinch Jones connector pins 1 and 2,600 watts capacity; remote stop capability with a momentary closure through Cinch Jones connector pins 5 and 6; AC outlet, on when running, 1200 watts capacity; AC outlet, off when running, 1200 watts capacity; monaural audio amplifier, with level control for audio on Compact Disc. The National Park Service may require some of the units to provide direct track access for Compact Disc tracks 1 through 10 with a momentary contact closure through a 15 pin sub-D connector. A one-year contract with two one-year options is anicipated. Year 1 will contain a minimum guarantee of 10 modified units and a maximum limitation of 50 units. Year 2 will contain a minimum guarantee of 2 modified units and a maximum limitation of 50 units. Year 3 will contain a minimum guarantee of 2 modified units and a maximum limitation of 50 units. Provide unit pricing for all three years for modifications to both JVC or Pioneer CD Players for single play and direct track access. Destination -- FOB. Delivery -- 30 days after receipt of individual Delivery Order. All quotations shall be mailed to the address listed in the CBD, no later than 4:00 p.m., EST, March 5, 1998, and be clearly marked with Request For Proposals Number 1443-RP-1100-98-008. The following factors shall be used to evaluate offers: the ability to meet the technical capability and price in descending order of importance. All offerors shall submit the following: Three (3) references with whom modifications of similar work have been performed. Provide name, address, telephone number and contact person; price per unit for all 3 years for electrical modifications to either JVC or Pioneer CD Players. This will consist of two (2) prices -- one (1) for modifications to either JVC or Pioneer CD Players for single play; the other with modifications to either JVC or Pioneer CD Players for direct track access, and a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items.
