combined synopsis/solicitation for commercial items prepared in
accordance with Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation M67854-98-R-2058 is being
issued as a Request for Proposal (RFP). This solicitation document
incorporates Provisions and Clauses are in effect through Federal
Acquisition Circular #97-03. In accordance with FAR Provision 52.212-2,
the Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers:
Operation capability of facility, affordability, equipment listing with
full item and capability description, furniture design with wood
veneer, Audio/Visual integration, integration schedule, compatibility
with GFE, Prior experience/ performance, follow-on support, and
acceptance criteria shall be used to evaluate offers. This procurement
is 100% Set-Aside for Small Business and the Standard Industrial
Classification Code (SIC) is 7373. The size standard is $18 million.
Contract line items, based on the Statement of Work, are as follows:
CLIN 0001: Procurement of Group Decision Meeting Room Equipment, 1/LOT;
CLIN 0002: Group Decision Room Installation, Integration, and Testing,
1/LOT; and CLIN 0003: On-Site/Post Installation Support, 1/LOT.
Options, to be exercised at the Government's discretion under FAR
17.201 within 12 months of contract award, are as follows: CLIN 0004:
Printer, 1/EACH; CLIN 0005: Multi-Zone Voice Re-Enforcement System,
1/EA; CLIN 0006: SVHS Deck, 1/EACH; CLIN 0007: Playback Audio Systems
(PCs and VHS), 1/EACH; CLIN 0008: Initial Support, 1/LOT; CLIN 0009:
Fully Operational Support, 1/LOT; and CLIN 0010: Follow-On Support,
1/LOT. Both the Statement of Work (SOW) and the DesignDocument may be

The following provisions apply to this acquisition: 52.212-1,
Instructions to Offerors-Commercial 52.212-4, Contract Terms and

Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. All offers shall include a completed copy of
the provision at 52.212-3, Offeror Representations and
