Haynes, 202-708-7777 The Office of the Inspector General (OIG), U.S.
Department of Education (ED) has a requirement for the services of an
ADP systems auditing expert. This notice is intended for competitive
proposals from Small Business concerns. The contractor shall provide
written quote/proposal(s) to the Government for evaluation and be
available for any subsequent discussions with ED that may be necessary.
The contractor shall be required to provide the following professional
services in support of the development of an ED OIG Systems Auditing
Group: 1) expert technical advice on ED OIG readiness for systems
auditing activities and what is required and needed for the development
of an ED OIG ADP Systems Auditing Group; 2) assist ED OIG in enhancing
its oversight role of monitoring ED ADP systems 3) assist in the
development of an ED OIG Strategic Plan for auditing large, complex ADP
systems in ED; 4) assist in the development of ED OIG plans for
auditing specific aspects of existing and planned ADP systems in ED; 5)
provide technical assistance and training to ED OIG ADP Systems
Auditing Group; 6) analyze ED's Request for Proposals (RFP) for
compliance with the Information Technology Management and Reform Act of
1996 and to determine if the RFP(s) is optimally structured to pursue
improvement of ED's program information and delivery systems; 7)
perform needed reviews of ED OIG's Systems Auditing Group work products
for compliance with professional standards; and 8) provide other
technical assistance as needed by the OIG. The contractor should have
demonstrated knowledge and experience, especially within the Federal
sector in: 1) designing or assisting in the design and/or development
of large complex ADP Systems; 2) developing public sector information
technology policy; 3) managing a systems auditing office; 4) developing
and or assisting in developing objectives and steps for auditing or
reviewing ADP systems; and/or 5) conducting or assisting in conducting
audits or reviews of large, complex ADP systems. RFQ OIG98 willbe
issued on March 11, 1998. Requests for copies of the RFP may be made by
calling Pamela Reed at the number above. All requests shall reference
RFQ OIG98 and the title of the RFQ. All proposals received by 2:00 pm
on April 2, 1998 will be considered. The anticipated award date is
April 13, 1998. All responsible sources may submit an quote/proposal,
