considered as a 100 percent set-aside for historically black colleges
and universities (HBCUs) and minority institutions (MIs), as defined by
the clause at 252.226-7000 of the Defense Federal Acquisition
Regulation Supplement. Interested HBCUs and MIs should provide the
contracting office as early as possible, but not later than 15 days
after this notice, evidence of their capability to perform the
contract, and a positive statement of their eligibility as an HBCU or
MI. If adequate response is not received from HBCUs and MIs, the
solicitation will instead be issued, without further notice, as
restricted for small business, small disadvantaged business or woman
owned business. Therefore, replies to this notice are also requested
from these small businesses. The Headquarters, Industrial Operations
Command, Environmental Contracting Division will issue Request for
Proposal (RFP) DAAA09-98-R-0058 O/A 20 Mar 98. This solicitation is for
the specific objective of providing data on unique, innovative and new
explosive treatment technologies for soils, sediment, sludge, and
groundwater for selected IOC installations. The availability of
technology test results to all IOC installations is essential in future
environmental restoration technology transfer and Army clean-up cost
avoidance. Technology advancements should not just stay at the
particular IOC installation where the pilot or bench scales test has
been performed. Each IOC installation should be able to see all subject
IOC installations' remediation technologies' data results. Therefore,
this effort will study and document, in a database, past and current
explosive technologies all appropriate IOC installations. One firm
fixed price contract will be awarded. Best value source selection
procedures will be issued in selecting the awardee. Solicitation
evaluation criteris will include past performance, experience,
technical approach, and price/cost. Oral presentations will be
