Complan is a tool which allows the design of satellite transponder configurations with multiple carriers. Complan also allows the effects of rain, thermal noise, adjacent carrier and co-channel interference, and intermodulation distortion to be include in the transponder being modeled. The basis for using "Other Than Full and Open Competition" for this procurement is 41 USC 253(c)(1) and FAR Subpart 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.) Complan is the only product available which satisfies the Agency's requirements and is compatible with the Agency's existing computer operating system. This notice is not an RFP. See Numbered Not 22.
