The Directorate of Contracting, Headquarters Materiel Systems Group, intends to issue a sole source contract following: Item 0001: The contractor shall provide Time Zone software, documentation, installation and implementation of an unlimited number of runtime and development licenses. This purchase shall include TZ Plus Library Management, TZ Plus COBOL85/SCOBOLI Time Libraries, TZ Plus TAL Time Library as a package deal. The contractor shall provide, as part of the license fees, technical support. Any new as well as existing release will contain virtual clock time parameters and hours, minutes and seconds. The contractor shall provide patches to fix any bugs. All information technology items shall be Year 2000 compliant or non-compliant items must be upgraded at no additional cost to be Year 2000 compliant not later than December 31, 1999. Year 2000 compliant means information technology that accurately processes date/time data (including, but not limiting to, the calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries and the years 1999 and 2000 and leap year calculations. Furthermore, Year 2000 compliant information technology shall accurately process date/time data if other information technology properly exchanges date/time data with it. This acquisition will be conducted in accordance with FAR Part 12, ACQUISITION OF COMMERCIAL ITEMS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement, number F19628-98-M-0376, constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government will consider proposals received within ten days of issue of this synopsis.
