SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation,
#53SBNB860011, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-03. The associated Standards
Industrial Classification Code (SIC) for this procurement is 5065, and
the small business size is 500 Employees. The National Institute of
Standards and Technology (NIST) has a requirement for (001) a quantity
of one (1) Automatic AC Thermometry Bridge with IEEE and plus/minus
10v Analog Output; and (002) a quantity of one (1) Automatic Switching
Unit (10 channels) with one (1) constant current. Item 001 shall be an
automatic resistance thermometry bridge for the very high accuracy
measurement of ambient temperature, using platinum resistance (ptr)
thermometers. The instrument shall be capable of multiplexing between
at least 10 inputs so that the temperature of different ptr's can be
automatically or manually measured (interfaced with a computer or
analog output). The technology required shall use AC transformer
bridges to compare resistance of 2 ptr's or a ptr and an internal
standard to yield absolute or true simultaneous difference measurement
modes. Balance shall be achieved quickly by the unit's internal
microprocessor. The unit shall also be capable of precision
measurements of prt's with a separation of 100 m between the bridge and
prt's. The AC Thermometry Bridge shall meet the following
specifications: Ratio range: 0 to 1.299 999 9 on front panel; 0 to
1.299 999 99 over IEEE-488 digital interface; Resistance range: 0 to
390 ohm; 0 to 1.299 999 9 ohm in 0.1 micro-ohm steps with 1 ohm Rs; 0
to 12.999 999 ohm in 1 micro-ohm steps with 10 ohm Rs; 0 to 129.999 99
ohm in 10 micro-ohm steps with 100 ohm Rs; 0 to 389.999 99 ohm in 10
micro-ohm steps with 300 ohm Rs; Std. Resistor range: 1 to 300 ohm;
Sensor inputs: 0.25 ohm to 100 ohm resistance at 0.01 degrees C; Bridge
principal: AC ratio transformer; Ratio stability: < 0.01 ppm / year;
Ratio accuracy: +/- 0.1 ppm or +/- 0.0001 degrees C; Ratio linearity:
< +/- 0.1 ppm; Digital resolution: < 0.01 ppm or 0.00001 degrees
C with 100 ohm Rs; Balance time: < 20 seconds to full accuracy and
resolution; Balance modes: Automatic using internal microprocessor;
Manual using front panel switches and analog meter; Display units: W
(ratio); Instrm. check modes: Zero check to indicate detector offset;
Unity check to indicate ratio transformer error; Current source: 0.1,
0.2, 0.5, 1, 2, 5, 10, 20, 50, 50 mA and square root of 2 multiplier;
Current type: 30 Hz and 90 Hz AC; Measurement modes: Absolute and true
simultaneous difference; Computer control: IEEE-488 digital interface;
Analog output: +/- 10 V 'AC Out of Balance' signal. The Government will
consider an ex-demo unit with one-year warranty. Offerors may submit
separate prices for a new unit that shall have a normal commercial
warranty, and for an ex-demo unit that shall have a one-year warranty.
Delivery is required within 4 weeks of Date of Award. Delivery
location is the National Institute of Standards and Technology,
Building 301, Receiving Room, Gaithersburg, Maryland 20899-0001.
Acceptance location will be the address of the Contracting Officer=s
Technical Representative (COTR). The FOB Point shall be Destination,
Gaithersburg, Maryland. The following FAR provisions apply to this
solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-2,
Evaluation-Commercial Items. Evaluation Criteria to be included in
paragraph (a) of provision 52.212-2 are, in descending order of
importance, as follows: Technical capability to meet or exceed the
Government's specifications, Past performance, and Price. Technical
evaluation criteria, when combined, are significantly more important
than price. The Government will award a purchase order resulting from
this combined synopsis/solicitation to the responsible offeror whose
offer, conforming to this synopsis/solicitation, will be most
advantageous to the Government, price and other factors considered. All
vendors are to include with their quotes, a completed copy of provision
52.212-3, Offeror Representations and Certifications-Commercial Items.
