We envision the CESAR contract range at $120M or more. AFFARS Appendix AA procedures will be utilized. USSTRATCOM requires C4 (Command, Control, Communication, and Computers) information technology and integration services to support the missions that are critical in the decision making, strategic planning and analysis, force management and command management by CINC USSTRATCOM and the National Command Authorities. This contract will provide a wide range of integration, development, and non-personal technical support to USSTRATCOM and related customers. Support to be provided is primarily in support of the J5 (Plans and Policy Directorate) and the J3 (Operations Directorate) and includes the following: systems engineering and analysis; information technology and planning; architectures and standards development and maintenance; systems development and fielding; configuration management and testing; and systems operations and maintenance. The CESAR contractor will have the role of the integrator for USSTRATCOM C4 systems as well as providing maintenance of commercial hardware and software, and continued contractor support to J5 (Plans and Policy Directorate) and J3 (Operations Directorate). The contract will be awarded with a projected start date of 1 October 1998. All offerors must submit a Statement of Corporate Capability (SoCC) package and arrange for past performance questionnaires to be received by Jeanne Fairley, 55th Contracting Squadron/LGCX, 101 Washington Square, Offutt AFB, NE 68113-2107 NLT 5 Mar 98. See 55th CONS web site for details. This process will be used to rapidly assess the qualifications and capabilities of interested sources to identify viable competitors. The aim is to minimize expenditure/involvement during this and subsequent phases for respondents. A possible two-phased evaluation approach will be based upon identification of the "better qualified" offerors in Phase I and, ultimately, the "best qualified" in Phase II (if required). Failure to be identified as a "best qualified" competitor does not prevent a firm from continuing to participate in the acquisition. All proposals will be evaluated. Determination of the "best qualified" offerors will be based upon an assessment of the "Statement of Corporate Capability" (SoCC) and references as well as a possible on site visit. SoCC should focus on the offeror's past experience and direct performance, within the last five years, as a major information system integrator (as a prime) of a system or operation comparable in terms of scope, complexity, and cost to the CESAR effort. It must address the offeror's ability to provide services as the CESAR prime, while also addressing expected interrelationships with other external service providers who would not fall under the CESAR umbrella. Reference points of contact are to be sent a questionnaire, by each interested offeror, to evaluate the offeror's demonstrated performance in the areas of corporate relationships, product satisfaction, and overall performance. The government will conduct a performance capability assessment as it relates to the probability of successful accomplishment of the work required. While the government may elect to consider data obtained from other sources, the burden of providing thorough and complete data rests with the offeror. Determination of the "best qualified" offerors may be based on oral presentations by the "better qualified". The purpose of the on site visit, oral session, if utilized, is to meet key personnel, assess their understanding of the CESAR requirements and the proposed contract performance approach, and gain additional insight into the management and technical processes employed by the offeror.
