Service-Washington intends to negotiate a sole source contract with
Synergy, Inc. 1763 Columbia Road., N.W., Washington, DC 20009.
Contracted personnel will assist the Air Force Strategy and Policy
Division (AF/XPXS) and the Future Concepts Division (AF/XPXC) in
analysis to meet the challenges posed by the Quadrennial Defense Review
(QDR) strategy. The contractor shall assist XPXS and XPXC in analyzing
two Rapid Halts in close succession in the context of two Major
Theater Wars (MTW) one in Northeast Asia (NEA) and one in Southwest
Asia (SWA) using quick reaction combat employment and deployment
models. The contractor will develop: the analytical framework, MTW
baseline and excursion databases for NEA and SWA, operate the campaign
models, analyze the outcomes and raise operational issues, develop and
examine new concepts, and present results. The following analysis tasks
address two time frames, 2005 and 2012. The first corresponds to the
end of the Program Objective Memoranda (POM) timeframe, and the second
represents a mid term timeframe for examining future forces and
concepts. Scenarios will be established for NEA and SWA in each time
frame. The following numbered tasks are: (1) Task 1. Rapid Halt in the
SWA Scenario (2) Task 2. Develop Two Rapid Halts in Close Succession
(3) Task 3. Monthly Status Reports (4) Task 4. End of Task Report. In
addition, the contractor must posses a minimum of a DoD secret
clearance. The period of performance is six months from award date. See
