Stockpile Center is soliciting quotes under FAR Part 12 from qualified
offerors for sampling and chemical analyses of 261 lots of cobalt
rondelles and granules stored at various locations in NY, WV, IN, NJ,
and OH. The Government intends to solicit and negotiate a firm
fixed-price type contract to include a period of performance of one
year from date of award. Award will be based on best value. Assayers
must be recognized Minor Metal Trade Association and London Metals
Exchange certified assayers of cobalt. A certificate or other
documentation must be provided to be eligible for award. The remaining
evaluation factors are listed in descending order of importance:
experience of sampling personnel, experience of analysts, past
performance, and price. All evaluation factors, other than cost or
price, when combined are more important than price. However, as
offerors become more equal in experience and past performance, price
becomes more important. Offerors are advised to review the RFQ
carefully and provide all requested information for evaluation
purposes. The proposed contract is 100% set aside for small business
concerns under SIC code 8734 -- $5M size standard. Estimated issuance
date of the RFQ is February 13, 1998 and responses are due to be
received by the close of business March 6, 1998. Requests for the
