is a joint effort between the U.S. Department of Energy, American
Foundrymen's Society, North American Die Casting Association, Steel
Founders' Society of America, and the metalcasting industry at large.
The Coalition seeks research and development proposals for Fiscal Year
1999 (August 1998-July 1999) funding in the metalcasting arena related
to technology advancement, energy conservation and environmental
efforts beneficial for the nation and the industry. Proposals should
focus on topics in "Beyond 2000 -- A Vision for the American
Metalcasting Industry", dated September 1995. Proposals should
demonstrate technical knowledge to implement the intended work. A copy

cost-sharing initiative, requiring a minimum match of $1.10 by the
research team for each $1.00 of Coalition funds. Multiple project
awards are anticipated. New requirements have been established by U.S.
DOE for National Laboratories. National Laboratories may not compete
with private industry as primary or subcontractor/sub-recipients under
this solicitation. Those applications that include National
Laboratories should include them only as collaborators and should
clearly identify the unique capabilities, facilities and/or expertise
the Laboratory offers the primary applicant. The work to be performed
at the National Laboratory should be included as a separate proposal
from the primary proposal. If selected, National Laboratories will
receive their funding through their existing arrangements with the
Government via Field Work Proposals (FWP). Work products in this
program will typically be of a non-proprietary nature and proposers
must be willing to present reviews and assist in the transfer of
information and knowledge gained in this work across the industry in
order to enhance the overall level of American competitiveness.
Proposal Content: The awards from this solicitation will be issued by
DOE and specific forms and certifications will be required by DOE prior
to award. The selected proposals will be required to provide adequate
financial information including documented cost share to DOE prior to
award of Cooperative Agreements. Since the U.S. DOE is a contributing
partner to the effort, proposals must include sufficient details of
cost and scope to conform to DOE proposal criteria. Proposals should be
written using twelve-point font and one-inch margins. An original and
five copies should be submitted. The proposals will be evaluated on the
following content: 1. Technical -- (a)Technical approach and relevance
to the Industry's Vision and Roadmap (b)Potential energy savings --
Requirements exist to establish and track energy and environmental
metrics. Proposals must provide adequate content to permit CMC to
assess the logic and quantity of energy and environmental savings
projected from this work. Specific criteria, rules of thumb, and energy
spreadsheets are available at http://www.scra.org/cmc/energy. Any
proposal not meeting the minimum threshold (.05 quads aggregated by the
Year 2011 per $1M invested by DOE) will be considered non-compliant.
(c) Potential for productivity improvements (e.g., lead time
reductions, scrap reductions, direct cost savings); (d)Level of
industry participation in the project (number of participating
metalcasters, use of in-plant trials, planned demonstrations); (e)Level
of risk (incremental developments versus significant technological
change) compared to results expected; (f)Past performance 2. Cost and
Contractual Data (a)Cost realism and cost share (b)Standard Form 424 or
Standard Form 424A (c)Certifications Regarding Lobbying; Debarment,
Suspension and Other Responsibility Matters; and Drug-Free Workplace
