wilsonjs@oro.doe.gov!! The Department of Energy (DOE) Office of
Scientific and Technical Information (OSTI), located in Oak Ridge,
Tennessee, seeks a highly qualified firm or firms for assistance in
information processing services. This competitive procurement will be
set aside for small businesses certified by the Small Business
Administration to use Standard Industrial Code 7374. The contractor
shall create bibliographic records for DOE and other scientific and
technical documents. Documents include reports, journal articles, books
and monographs, patent documents, and audiovisual materials, and may be
received in electronic and/or paper form. According to the document
format, the contractor will create appropriate electronic output files
using knowledge of various scientific disciplines, and to ensure
accuracy of records in strict accordance with bibliographic
specifications and standards. The contractor will receive and deliver
original documents and electronic output within established time frames
to ensure prompt availability of the information to the public users;
select, acquire and process published literature; enhance and
standardize bibliographic records prepared by other organizations; scan
documents to produce TIFF images and ASCII files of their contents; and
maintain and update bibliographic authorities used in the creation and
correction of records. The contractor will track documents and provide
statistical records; prepare instructional feedback to organizations as
needed; and perform other related tasks as requested. The contract type
is anticipated to be indefinite delivery-indefinite quantity task order
contract with fixed rates for each process or type of service that the
government may require. The contract is expected to have an
approximate 18-month base period, plus three one-year options, for a
total of 4.5 years. Contingent on funding availability, the total
estimated contract value is $2.0 to $2.5 million. A Request for
Proposals (RFP) is expected to be released on or about March 4 with
proposals due April 6 on the Internet address of
