8/PKDP, 505-846-4635 17. The Air Force Research Laboratory is
interested in receiving Statements Of Capability (SOC) from small
businesses that demonstrate its ability to perform basic R&D,
development, operation and maintenance of High Power Microwave (HPM)
sources, Prime Power, Pulsed Power (PP), and Pulsed Power Systems (PPS
both pulsed and Continuous Wave {CW}) for potential applications as
advanced weapons and to advance aerospace technology. SOC shall address
the requirements identified in Commerce Business Daily Numbered Note
25. Regarding Note 25, the SOC shall identify work previously
performed, which was accomplished by the contractor's own employees,
i.e., identify efforts that were not performed by subcontractors. The
SOC shall discuss; 1) experience/capability in R&D and analysis of HPM,
Prime Power, PP, PPS, Radio frequency (RF) for use as weapons. Include
pulsed HPM microwave and impulse wide-band devices capable of
tera-watt peak powers and multi-kilojoule pulses at multi-megawatts
average power andpulse rep-rate from single pulse to thousands of
pulses per second. 2) Experience/capability in conducting theoretical
and analytical/computational work for HPM, Prime Power, PP, and PPS as
they apply to military problems and battlefield scenarios. 3)
Experience in demonstrating new concepts and designs for weapons use
and transitioning this information and technology to government
agencies and government contractors. The planned effort shall require
technical and analysis reports, test reports, prototype
hardware/software, development/maintenance/operation of prototype/test
hardware. Secret Security clearances and Top Secret facility
clearances will be required prior to award of any resulting contract.
The SOC shall be limited to a maximum of 16 pages not including resumes
of key personnel planned for the effort. Based on responses to this
announcement, the Government reserves the right to set this acquisition
aside for 8(a) or small business firms. Accordingly, large businesses
are not required to submit SOC. The Standard Industrial Classification
Code for this acquisition is 8731, 500 employees. The Government
anticipates awarding an indefinite-delivery, indefinite-quantity
contract under which task orders will be issued on a
cost-plus-fixed-fee completion basis. The contract-ceiling amount is
estimated to be $49,300,000. The contract-ordering period is
anticipated to be 5 years. All requests for any resulting solicitations
must include company name, mailing address, and company size status.

F29601-98-R-0007. This acquisition involves technology that is subject
to Export Control laws and regulations. Any resulting RFP will require
that the contractors be registered and certified with the Defense

offerors or potential offerors, primarily during the proposal
development phase of this competitive, negotiated acquisition. The
purpose of the Ombudsman is not to diminish the authority of the
Program Director or Contracting Officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel in the pre-proposal phase of
competitive, negotiated acquisitions. Before contacting the Ombudsman,
potential offerors should first communicate with the Contracting
