Defense Fuel Support Point services are required within Alamogordo, New Mexico area and east of Standard Transpipe Pipeline going north for the period beginning May 1, 1998. The purpose of this solicitation is to secure the necessary facilities and services to receive, store, and ship one grade of Government-owned fuel in the Alamogordo, NM area. Request a five year multi-year contract with three 5 year options to renew. Terms and conditions applicable to the requirement are as follows: 1. AREA OF CONSIDERATION: 100 mile radius of El Paso, Texas Area. 2. TANKAGE REQUIRED: Approximately 70,000 barrels (shell capacity) for Turbine Fuel Aviation grade JP8 Storage with a minimum of two tanks required, interconnected and isolated from other facilities and products handled within the tank farm. Clause L116.01, Data Required to be submitted applies. The desired tankage is for two tanks 35,000 barrels each for a total of 60,000 barrels useable capacity. Each tank shall be capable of receiving pipeline tender of 27,000 barrels. 3. ESTIMATED THROUGHPUT: 800,000 barrels each 12 month period. Throughput is computed as follows: receipts plus issues, divided by two. The estimated throughput quantity does not include the initial fill of the terminal. 4. GRADE OF SERVICE: Turbine Fuel Aviation grade JP8. 5. RECEIVING CAPABILITY: Via Contractor-furnished connection to the common carrier pipeline system on a 24 hour per day, seven day per week basis. The Contractor must be capable of furnishing and providing a common carrier pipeline connection capable of receiving product from the Navajo, Shell and El Paso refineries at commercial rates compatible with the carriers system. The maximum pipeline tender is 27,000 barrels. The Contractor's facility must be capable of receiving product by tank truck on a contingency basis only. 6. SHIPPING CAPABILITY: Via Government-furnished transport truck on a (0800 to 1700) five days per week (Saturday, Sundays, and federal holidays excepted). Access to the Standard Transpipe Pipeline common carrier pipeline system is desired but not necessary. 7. CLAUSE B34.01, ANCILLARY FACILITIES: The facilities to be furnished under this contract shall include as a minimum the following: (a) STORAGE TANKS AND FACILITIES: All tanks and facilities must meet the minimum requirements of the current API Standards, NFPA Codes and all laws, regulations, etc., applicable to tanks and facilities of the type to be provided. Cone roof tanks with interior floating pans are preferred, however, cone roof tanks without floating pans are acceptable. The tanks and facilities will consist of one dedicated system capable of receiving, storing and shipping one grade of Government-owned fuel. An isolated system in place of the preferred dedicated system is acceptable provided the requirements of Clause L116.01(d) are met. (b) TRANSPORT TRUCK FACILITIES: The Contractors transport truck facilities must have loading capabilities and be equipped with a Scully system (or compatible). The transport truck loading facilities must be capable of spotting and loading Government-furnished transport trucks at the rate of 4 trucks per hour. The loading facilities shall be the type capable of providing truck loading that is in compliance with Federal, State and local environmental laws and regulations based upon the type product being loaded. The transport truck loading facilities shall be equipped with a Temperature Compensating Meter capable of accurately measuring the volume of product being loaded. The loading of Government-furnished transport trucks shall not be in competition with the Contractor's other terminal operations. (c) FILTRATION CAPABILITY: The Contractor-furnished filtration system shall meet the requirements of API Bulletin 1581, Group II, Class B to allow for product filtration during truck loading operations, and tank to tank transfers. (d) ADDITIVE INJECTION SYSTEM: The contractor shall provide a separate injection system (pump and ancillary connection facilities) for the injection of each Government-furnished additive (i.e.,Fuel System Icing Inhibitor (FSII), Conductivity Additive (SDA) into the product during tank truck loading operations, tank-to-tank transfer operations, (see Clause F45.01 and F45.03) (e) QR SUPPORT FACILITIES: The Contractor shall provide, as a minimum, office space of approximately 110 square feet and furniture for use by the Government Quality Representative (QR). Furniture items include a 3-drawer desk; one swivel chair with arms, one straight chair; 2-shelf bookcase, 3-drawer letter size locking file cabinet, (TI) 5130 10-digit desk top calculator or equivalent. Contractor shall provide janitorial services for the QSR office space of the same quality and type that is provided for his own office area at the terminal. (f) QR TELEPHONE SUPPORT: Contractor shall provide a telephone and phone recorder with remote access device installed on a dedicated line for use by the QR. The installation charge and monthly telephone bill will be reimbursed to the Contractor upon presentation of supporting documentation and an invoice certified by the QR. No fee or administrative charge will be added to the telephone bill. (g) FAX MACHINE: The Contractor shall obtain and provide a FAX Machine, Brother Intelli FAX Model 1550MC or equal. The FAX Machine shall be placed on a suitable table beside the telephone. The FAX Machine and telephone shall be for exclusive use of the Government Representative to transmit and receive data between DESC/DoD activities and the Contractor's terminal. (h) FAX MACHINE TELEPHONE: The Contractor shall obtain and provide a commercial telephone on a dedicated line for use with the FAX Machine. The telephone service shall consist of the following: Telephone voice grade line terminated in RJ11C telephone jack. The telephone for the FAX Machine shall not be utilized for any other purpose. The Government will reimburse the Contractor for direct out-of-pocket costs associated with the telephone services upon receipt of a QR-certified invoice itemizing the long distance charges. No fee or administrative charge will be allowed to be added to the bill. (i) PHOTOCOPY TYPE REPRODUCTION MACHINE: The Contractor shall provide a photocopy type reproduction machine that is capable of handling letter and legal size copies. The Contractor shall provide sufficient quantities of both sizes of paper to meet the terminal's and the QR's copy requirements. (j) ADP EQUIPMENT: The Contractor shall provide inventory data of Government-owned product directly into the Defense-Fuel Automated Management System (DFAMS) utilizing the Government provided DFAMS package. The Contractor shall provide the following minimum ADP equipment to be used for reporting inventory data utilizing the DFAMS package: (DESC clause I119.04) 180 MHZ Pentium, IBM compatible computer 32 MB RAM 1ea: 2 GB Hard Drive (minimum) and 1ea: 3 1/2 inch floppy disk drive. Windows NT Workstation Printer/ Printer paper/ Printer cartridges Modem 33.6KB Monitor 17 inch CD-ROM Drive (Eight speed or higher) Mouse (k) DADS/FAS DATA ENTRY TELEPHONE SUPPORT: The Contractor shall provide a dedicated commercial telephone line to be used for data entry into DADS/FAS. The installation charge and the monthly telephone bill will be reimbursed by the Government upon presentation of supporting documentation and an invoice certified by the QR. No fee or administrative charges will be allowed to be added to the bill. 8. BEST COMMERCIAL PRACTICES: In the absence of any contract provisions or reference to a method, specification, or other instructions the Contractor shall perform all services here under in accordance with the best commercial practices. 9.
